In recent years, the city has actively promoted the modernization standard construction of compulsory education schools and the balanced development of counties, laying a foundation for school-age children and adolescents to receive a more fair, balanced and high-quality education. According to People's Republic of China (PRC) Compulsory Education Law, People's Republic of China (PRC) Private Education Promotion Law, Tianjin Implementing People's Republic of China (PRC) Compulsory Education Law and other laws and regulations and the relevant requirements of the Ministry of Education, the Municipal Education Commission has formulated the guiding opinions for the primary school enrollment in our city in 20 15 years.

I. Guiding ideology

Based on the Compulsory Education Law of People's Republic of China (PRC) and other laws and regulations, with the goal of promoting education equity and promoting the high-quality and balanced development of compulsory education, we adhere to the principle of free entrance examination, embody the fairness, public welfare and inclusiveness of compulsory education, and effectively protect the rights of school-age children and adolescents to receive compulsory education.

Second, relevant policies.

(1)20 15 School-age children attending primary schools should be at least 6 years old (born before August 3, 20091). Schools are not allowed to recruit underage children. School-age children really need to postpone their schooling due to physical conditions and other reasons, and their parents shall apply.

(2) School-age children with household registration in this city are registered in their school districts with household registration books (including blue printed household registration books), legal fixed residence certificates and children's vaccination certificates. The head of household registration of school-age children, the property owner or lessee of legally fixed residence must be the parents, grandparents or grandparents of school-age children.

(3) School-age children with "household separation" in this Municipality shall be enrolled by the district and county education bureaus according to the principle of relative proximity, and make overall arrangements for enrollment according to the number of household registration and the distribution of school resources.

1. School-age children with "separation of people and households" in this district and county are arranged by the district and county education bureaus.

2. School-age children who are separated from each other across districts and counties shall be arranged for admission by their respective district and county education bureaus.

3. For school-age children who are separated from each other across districts and counties, because the current household registration policy cannot achieve "integration of people and households" and there are practical difficulties, if they need to enroll in their actual residence, the district and county education bureaus in their actual residence will make overall arrangements for enrollment.

(4) The accompanying children are studying in Tianjin. According to the relevant regulations, the district and county education bureaus will make overall arrangements for the children who meet the admission requirements to attend public schools.

(five) children of overseas Chinese, children from Hong Kong, Macao and Taiwan provinces and foreigners entering Tianjin shall be handled in accordance with the relevant documents.

(six) actively arrange school-age disabled children and adolescents to receive compulsory education. Children and adolescents with mild disabilities who have the ability to receive general education are arranged to attend ordinary schools; Children and adolescents with moderate and severe disabilities are arranged to attend corresponding special education schools; For severely disabled children and adolescents who really can't attend school, according to the types of disabilities and educational needs, special education schools or ordinary schools will send them to school.

(seven) public schools should adhere to the nearest entrance examination system, and shall not take any form of entrance examination. Private schools should reasonably determine the enrollment scale according to the conditions of running schools, standardize the charging standards, and report the enrollment matters to the district and county education bureaus for approval. The school is not allowed to hold preschool classes. Arbitrary charges are strictly prohibited.

(8) The enrollment time of school-age children and adolescents in 2065438+05 is: May 23rd (Saturday) and 24th (Sunday). The specific enrollment time, place, school district division, procedures and other matters shall be formulated by the district and county education bureaus.

(9) First-year students enrolled in the fall of 2015 shall be evenly distributed to students and teachers. It is strictly forbidden to set up key classes in any name. Class capacity should comply with the provisions of relevant documents to prevent the class size from being too large.

(ten) all districts and counties, schools should fully apply the enrollment information management system for primary and secondary school students, collect new information in time, establish new student status on time and incorporate it into the enrollment system management.

Third, the job requirements

(a) all districts and counties should conscientiously fulfill the responsibility of compulsory education management. Primary school enrollment is coordinated by the Municipal Education Commission, and implemented by the education bureaus of all districts and counties. Under the leadership of the county government, the education bureaus of all districts and counties should earnestly strengthen the construction of educational resources, rationally plan the layout of schools, scientifically delimit school districts, and allocate educational resources in a balanced way.

(2) Primary school enrollment is an important link to implement the compulsory education law and effectively ensure that school-age children and adolescents receive compulsory education, which is highly concerned by the society. All districts and counties should enhance their awareness of people's livelihood and the overall situation, fully and accurately understand the problems and contradictions in their work, and ensure that every eligible school-age child receives compulsory education.

(3) Education bureaus of all districts and counties should standardize the disclosure of enrollment information. At least one week before admission, announce specific policies and procedures to the public, actively publicize and guide them, and strive to create a good atmosphere. Give full play to the role of information disclosure and control fraud in the process of enrollment.

(four) actively and steadily do a good job in the enrollment of children who move with them. Education bureaus in all districts and counties should do a good job in policy interpretation and strengthen communication with relevant government functional departments. Improve the work plan and workflow. Ensure that the enrollment work is stable and orderly, and ensure that eligible children can go to school.

(five) the county education bureau should strengthen the guidance and management of primary school enrollment. Combined with the actual situation of this district and county, we should make careful predictions in advance, carefully organize and arrange, strengthen process management and strengthen school enrollment guidance. Establish and improve risk assessment and emergency mediation mechanisms to respond to emergencies quickly and steadily.
