1993 Document issued by Guangdong Provincial Government 1993 The Third Meeting of the Standing Committee of the Eighth People's Congress of Guangdong Province adopted the Regulations on Continuing Education of Scientific and Technical Personnel in Guangdong Province.

On October 26th, 2009, the 14th meeting of the Standing Committee of the 11th People's Congress of Guangdong Province was revised as "Regulations on Continuing Education of Professional and Technical Personnel in Guangdong Province", which came into effect on June 26th, 2009.

Contents of Regulations Chapter I General Provisions Article 1 In order to improve the quality of professional and technical personnel, enhance the ability of independent innovation, standardize continuing education activities, and safeguard the rights and interests of professional and technical personnel, these Regulations are formulated in accordance with relevant laws and administrative regulations and in light of the actual situation of this province? .

Article 2 These Regulations shall apply to the continuing education activities of professional and technical personnel within the administrative area of this province and their supervision and management.

The term "professional and technical personnel" as mentioned in these Regulations refers to on-the-job personnel who have obtained professional and technical professional qualifications or professional and technical post qualifications at or above the junior level in accordance with state regulations, as well as professional and technical civil servants.

The continuing education of professional and technical personnel as mentioned in these Regulations (hereinafter referred to as continuing education) refers to the training activities of professional and technical personnel with new theories, new knowledge, new technologies and new methods as the main content and with the purpose of improving knowledge structure, improving innovation ability, professional level and comprehensive quality.

Article 3 Continuing education should be guided by scientific theories and follow the principles of teaching according to needs, applying what you have learned, paying attention to actual results and ensuring quality.

Article 4 Continuing education shall implement a management system combining comprehensive management with graded and classified responsibility.

The competent department of human resources and social security of the people's government at or above the county level is the comprehensive supervision and management department of continuing education within its jurisdiction, which formulates the overall plan of continuing education, coordinates, guides and supervises continuing education, and is responsible for organizing the implementation of these regulations.

The relevant administrative departments shall be responsible for the organization and management of continuing education in their own systems and industries according to their respective responsibilities. Industry organizations assist relevant departments to do a good job in continuing education in their own industries.

Article 5 People's governments at or above the county level shall incorporate continuing education into their economic and social development plans and take effective measures to ensure the development of continuing education.

The people's governments at or above the county level shall include the funds for continuing education in the fiscal year budget to ensure the needs of continuing education.

Article 6 The competent department of human resources and social security and relevant administrative departments shall make use of existing educational resources and rely on training institutions established by institutions of higher learning, scientific research units, social organizations and large and medium-sized enterprises to strengthen the construction of continuing education and teaching institutions.

Article 7 The competent department of human resources and social security shall strengthen the guidance, service and support for the continuing education of non-public economic organizations, and guide the establishment of a continuing education model that conforms to the characteristics of non-public economic organizations according to their demand for talents.
