The funds needed for community education work are included in the fiscal budget at the corresponding level. Sixth city, district and county education administrative departments are the competent departments of community education within their respective administrative areas, and are responsible for organizing the implementation of these regulations.
The relevant departments and mass organizations of the people's governments of cities, districts and counties shall, in accordance with their respective responsibilities, cooperate in community education.
The town people's government and the sub-district offices shall carry out community education in accordance with their respective responsibilities.
Residents' committees and villagers' committees shall support and assist community education. Seventh news media should actively promote community education, spread the concept of national learning and lifelong learning, and create an atmosphere in which the whole society cares, supports and participates in community education. Chapter II Organization and Implementation Article 8 The municipal, district and county people's governments shall establish a joint conference system of community education with multi-sector participation, be responsible for studying and formulating relevant policies to promote community education, co-ordinate community education resources, and coordinate and solve related major problems.
The municipal, district and county education administrative departments shall undertake the daily work of the joint meeting of community education. Ninth city, district and county education administrative departments shall perform the following duties in community education:
(a) to organize the preparation of community education development plan and incorporate it into the overall education development plan;
(two) to formulate the annual work plan for community education;
(3) formulating the evaluation standard of community education;
(four) to supervise and inspect the community education and organize the evaluation;
(five) to establish and improve the statistical system of community education;
(six) to undertake other related work of community education. Article 10 The people's governments of cities, districts and counties shall integrate all kinds of educational resources and set up community universities, community education colleges, community education schools and community teaching points in cities, districts and counties, streets (towns) and communities (villages) respectively.
Establish a community education system with community universities, community education colleges, community education schools and community teaching points as the main body, and universities for the elderly and various social education and training institutions as the components. Eleventh community colleges are responsible for coordinating and guiding the development of community education, organizing and implementing the teaching, scientific research and information construction of community education in the city.
Community Education College is responsible for curriculum development, educational demonstration and business guidance of community education.
Community education schools are responsible for organizing and implementing community education and teaching activities.
Community teaching points are responsible for providing flexible and convenient community education services for residents. Twelfth community education should be aimed at different educational objects in the community, to carry out legal education, civic literacy, honesty education, humanities and arts, science and technology, vocational skills, early education, sports and fitness, medical care, leisure and other educational activities, to inherit local culture and meet the diverse learning needs of community residents. Thirteenth education, civil affairs, health and other departments are responsible for organizing and carrying out knowledge-based, leisure-oriented and health-care community cultural education suitable for the characteristics of the elderly, enriching their lives and improving their health level. Fourteenth education, women's federations, the Communist Youth League and other departments and organizations are responsible for the protection of women's and children's rights and interests, family education, after-school education for teenagers and social practice. Fifteenth education, agriculture and rural areas, science and technology, human society and other departments are responsible for carrying out practical agricultural technology training, farmers' vocational skills training, agricultural technology promotion training and other activities. Article 16 Departments and organizations such as cultural tourism, justice, science and technology, sports, public security, emergency management, hygiene and health, market supervision, ecological environment, people's society, association for science and technology, and disabled persons' federations are responsible for carrying out education and training activities such as cultural education, legal publicity, scientific life, national fitness, safety education, medical and health care, food and drug safety, environmental protection, employment and entrepreneurship, and vocational skills upgrading for the disabled. Seventeenth municipal education administrative departments shall, jointly with relevant departments, make full use of modern distance education system, establish an open and convenient public service platform for community digital learning, and provide residents with various forms of learning support services. Chapter III Service Guarantee Article 18 The municipal, district and county people's governments shall establish a graded guarantee system for community education funds, establish and improve the community education investment mechanism for raising funds through multiple channels, such as government investment, social donation and reasonable sharing by learners, and broaden the sources of community education funds.
Encourage natural persons, legal persons and other organizations to donate to community education. Donors enjoy the preferential policies of national education donation according to law.
City, district and county people's governments should strengthen the supervision and management of community education funds and improve the efficiency of use.
