Guangdong's regulations on the management of compulsory education fees are as follows:

In view of the current situation that some private compulsory education schools have too high adjustment range, too frequent adjustment times and too high total fees, appropriate control should be taken to prevent too high fees and too large price adjustment range.

Private compulsory education fees include four items, and service fees can be provided on a voluntary basis.

The method clarifies the charging items, management methods and pricing authority. Private compulsory education fees should adhere to the nature of public welfare, fully implement the principles of non-profit and cost compensation, strictly strengthen the supervision of charging standards, and prevent excessive charges. Private compulsory education fees include tuition, accommodation, service fees and agency fees. Among them, tuition and accommodation fees are set by the government (government-guided prices) and authorized by the people's governments at the city and county levels; Service charges and charges on behalf of the implementation of classified management in accordance with the provisions.

School service charges and fees on behalf of the implementation of the principle of non-profit and voluntary students. In addition to completing normal teaching tasks, schools provide students with services related to teaching or life, which are voluntarily chosen by students or their parents. Schools can charge service fees corresponding to the expenses borne by students or their parents. If the school provides convenient services for students' study and life at school by introducing a third party on the premise of students' or their parents' voluntary, the school can collect fees on their behalf.

The Measures also clarified the charging pricing procedures and mechanisms. Private compulsory education schools apply to the municipal and county education departments to formulate (adjust) tuition and accommodation standards, and shall provide relevant information such as application letter, pricing scheme, adjustment of interval education and training expenses, accommodation standards, and self-assessment report on risk prediction for formulating or adjusting charging standards.

The education department of the city and county shall make a comprehensive evaluation and put forward opinions on the qualification, approved scale, financial management and quality of running a school within its jurisdiction, and report them to the development and reform department at the same level for examination. The development and reform department at the same level shall report to the people's government at the same level for approval and implementation after auditing in accordance with the relevant government pricing procedures.

In order to ensure that the tuition standard is relatively stable and avoid frequent price adjustment, the Measures stipulate that the tuition standard of the same private compulsory education school can apply for adjustment in principle for at least three years. The adjustment period of the current tuition standard can be shortened to two years if the average training cost per student increases due to expansion and reconstruction and the approved increase exceeds 50%.
