Three-level safety education refers to the factory-level safety education, workshop-level safety education, post (workshop section, team) safety education and factory and mine safety production education system for new employees and workers.

Three-level safety education system is the basic education system of enterprise safety education. Three-level safety education includes factory education, workshop education and team education. Insufficient educational time

According to Article 9 of the Safety Training Regulations for Production and Business Units promulgated by Order No.3 of state administration of work safety:

The initial safety training time of the main person in charge of the production and business operation entity and the safety production management personnel shall not be less than 32 hours. The annual retraining time shall not be less than 12 class hours.

The primary safety training time for the principals and safety production management personnel of coal mines, non-coal mines, dangerous chemicals, fireworks and firecrackers, metal smelting and other production and business units shall not be less than 48 hours, and the annual retraining time shall not be less than 16 hours.

However, in our actual implementation, there is a phenomenon of "cutting corners" and the education time is seriously insufficient.

Educational content is out of date.

The content of three-level safety education should be adjusted and supplemented according to the changes of the times. However, the three-level safety education textbooks in some units have been consistent for many years, with outdated content and lack of pertinence and practical educational significance.

When carrying out safety education, we should pay attention to the diversification of content, because according to the normal training procedures, the factory-level safety training for new employees should be three days (24 hours). You can plan three days to arrange the specific training content every day, such as watching the video of the workshop site, safety accident cases and so on.

The form of education is monotonous.

Three-level safety education can be carried out in various forms, but some of our units are single and outdated, and always adopt classroom indoctrination, which is boring and unattractive. In fact, three-level safety education can be combined with classroom teaching in the form of visits, seminars and speeches, and the effect will be better.

When conducting safety education and training, we can adopt the following methods:

1) Watch the video. This kind of video is from our workshop, including the unsafe behavior of people, the unsafe state of things, and the simulation drills of correct operation methods.

2) Establish a training Dojo. The training Dojo is to establish a training laboratory for new employees. After reducing the equipment on the workshop site in proportion, we will arrange new employees to conduct on-site simulation operations to improve their practical operation ability.

3) Safety accident case training. Collect more related safety accident cases.

4) Safety sketch. This is more practical, mainly organizing employees to carry out relevant accident simulation drills, arranging accidents into sketch mode, and letting employees know the cause and effect of accidents through sketch performance.
