According to the Opinions, the time of non-disciplinary training should not conflict with the teaching time of local primary and secondary schools, and the results of non-disciplinary off-campus training should not be linked to the enrollment of universities, primary and secondary schools.
Arrive? By the end of June 2023, the system of non-discipline training policies and systems has been basically established, the normalization supervision mechanism has been basically improved, and the outstanding problems strongly reflected by the people have been basically solved.
Arrive? In 2024, the governance of non-discipline training achieved remarkable results, the burden of family expenditure was effectively reduced, non-discipline training became a useful supplement to school education, and people's satisfaction with education was significantly improved.
All localities should distinguish sports, culture, art, science and technology training institutions, and clarify the corresponding competent departments.
Provincial authorities should take the lead in formulating the basic setting standards for online and offline training institutions of corresponding categories in light of local conditions.
In terms of training place conditions, it must meet the requirements of national laws, regulations and policies on fire protection, housing construction, environmental protection, sanitation, food business and so on.
In terms of teacher qualification, the personnel engaged in training must have the professional (professional) ability of sports, culture, art, science and technology (specifically stipulated by the competent department at or above the provincial level) or have the corresponding teacher qualification certificate.
All localities should set standards for non-disciplinary training institutions, conduct a comprehensive investigation of existing institutions, and rectify those that do not meet the standards.
Training institutions that cannot complete rectification before the end of June 2023 will be dealt with severely according to the law and regulations.
