1 People-oriented rather than land-oriented
The construction of advanced cities needs a lot of money, and some local governments make a living by transferring land income. For the government, traditional urbanization can easily degenerate into land-based urban management.
The new urbanization should change the traditional development concept based on land and adhere to the people-oriented principle. In the new urbanization, the process of human modernization and human value appreciation is unstoppable. Only when people's creative labor becomes the main source of social wealth, can there be hope for the transformation and upgrading with innovation as the main mission, and a truly innovative society will come.
Market decision, not government-led.
In the market economy, the government-led model is sometimes difficult to avoid its inherent shortcomings: first, many decisions may be correct in one place, but when local governments follow suit, the synthetic result is absurd. Such as central business district, headquarters economy, high-tech industrial park and so on. The second is to overdraw future benefits. In order to maximize the achievements of this government, some politicians develop extensively without considering the environmental carrying capacity, consume land without considering the interests of future generations, and so on.
In the new urbanization, the market can make choices through the equalization of basic public services, the reform of household registration system and the opening of public service supply.
Pay attention to software rather than hardware construction
Seeing things but not people is an important development feature of traditional urbanization.
Some governments usually have limited investment in public services. As a result, a large number of uninhabitable empty cities and even ghost towns inevitably appear. Even in hardware construction, some local governments only pay attention to buildings above the ground, and do not invest much in infrastructure below the ground, which makes some seemingly very modern urban areas often unable to resist natural disasters that occur once in a few years, leaving hidden dangers for future urban development.
The new urbanization highlights the people-oriented development concept, and its main goal is to build a community suitable for living and starting a business. The government should spend more energy to create a soft environment for modern cities, especially in basic public services.
In the new urbanization, the government should pay more attention to the quality of urban development rather than simple quantitative expansion, pay more attention to strengthening the supporting construction of infrastructure such as roads, electricity and garbage disposal, and pay more attention to providing equal public services such as education, medical care, employment and housing that are suitable for the level of economic development, and constantly improve the carrying capacity of the new and old urban areas to gather permanent residents.
Pay attention to cultural inheritance rather than plagiarism.
Worshipping foreigners and copying cultures are common problems in traditional urbanization. In terms of architectural planning style and regional functional orientation, all localities are one-sided and stereotyped, and only stay in mechanical imitation and replication of developed countries. What's more, I can't wait to move European and American cities to China and call it "Venice of the East".
On the basis of respecting historical and practical needs, new urbanization should reflect the requirements of intensive, intelligent, green and low-carbon sustainable development through the blending and innovation of eastern and western cultures. In terms of urban style and spatial layout, we should strive to achieve harmonious coexistence between man and nature, pay attention to the historical and cultural characteristics of towns, and highlight local characteristics and architectural styles.
At the same time, taking the economic region as a unit, we should highlight the division of labor and cooperation of small and medium-sized towns, strengthen their industrial functions and professional service functions, promote the individualized development of each town, and form their own different styles and characteristics on the basis of different industries.
