The State Council implements the responsibility system of the Prime Minister. The Prime Minister leads the work of the State Council. The Vice Premier and State Councillors assist the Prime Minister in his work.

Article 8 The establishment, dissolution or merger of ministries and commissions in the State Council shall be proposed by the Prime Minister and decided by the National People's Congress; When the National People's Congress is not in session, it shall be decided by the NPC Standing Committee.
