In June of the same year, the general offices of the General Office of the Central Committee of the CPC and the State Council forwarded the "Request for Instructions on Selecting Cadres to Participate in the Training of Primary and Secondary School Teachers" jointly submitted by the State Education Commission, the Party Committee of Central directly under the authority and the Party Committee of Central State Organs to the Secretariat of the Central Committee and the State Council, and formed the first group of lecturers in that year.
