3. For large-scale construction projects involving hazardous chemicals technology, hazardous chemicals and major hazard sources of hazardous chemicals (hereinafter referred to as "two majors and one big one") under key supervision, the qualification of design unit shall be comprehensive qualification of engineering design or corresponding Grade A qualification of engineering design, petrochemical medicine, oil and gas (offshore oil) industry and specialty.
