Article 1 In order to protect the legitimate rights and interests of teachers, strengthen the construction of teaching staff, and promote the development of education in our province, these measures are formulated in accordance with the provisions of the Teacher Law of People's Republic of China (PRC) (hereinafter referred to as the Teacher Law) and relevant state laws and regulations, and in combination with the actual situation of this province. Article 2 These Measures shall apply to teachers who specialize in education and teaching in kindergartens, ordinary primary and secondary schools, secondary vocational schools (including vocational schools, secondary specialized schools and technical schools), special education schools, reform schools, ordinary institutions of higher learning, adult junior secondary schools and other educational institutions (including children's palaces, teaching and research offices and audio-visual educational institutions, etc.). ) within the administrative region of this province.

Teaching assistants in schools and other educational institutions, teachers and teaching assistants in other types of schools may refer to these measures according to the actual situation. Article 3 Local people's governments at all levels should strengthen their leadership over education, take measures to improve teachers' ideological and political quality and professional level, improve their working and living conditions, and protect their rights according to law.

Other state organs, social organizations, enterprises, institutions and all citizens should care about and respect teachers, safeguard their legitimate rights and interests, and form a good social trend of respecting teachers and attaching importance to teaching. Fourth provincial education administrative departments in charge of the work of teachers in the province, the city and county (city, district) education administrative departments in charge of the work of teachers within their respective administrative areas.

The relevant departments of local people's governments at various levels shall be responsible for the work of teachers within their respective functions and powers.

Schools and other educational institutions independently manage teachers according to the relevant provisions of the state and the province. Article 5 Schools and other educational institutions shall establish and improve the system of staff and workers' congresses to ensure teachers' participation in the democratic management and supervision of their own units. Sixth education administrative departments at all levels and relevant departments should improve the efficiency of education investment, rationally adjust the size and layout of schools, and equip teachers in strict accordance with the prescribed standards. Article 7 Teachers shall abide by the Teachers Law and other laws and regulations. Loyal to the people's education, strengthen the construction of professional ethics, and constantly improve the ability to teach and educate people.

Education should influence students with good ideological and moral education, care for and respect students, protect their legitimate rights and interests from infringement, and promote their all-round development in morality, intelligence and physique. Eighth in the administrative area of this province engaged in education and teaching work, must obtain the qualification of teachers according to law. Teacher qualification conditions and teacher qualification examination methods shall be implemented in accordance with the provisions of the Teachers Law and the Regulations on Teacher Qualification. Teachers' qualifications shall be recognized by the administrative department of education or organized by relevant departments.

The qualification of teachers in technical schools shall be examined by the labor administrative department, and the education administrative department shall identify and issue qualification certificates. Article 9 Schools and other educational institutions shall not employ persons who have not obtained the qualifications of teachers to specialize in education and teaching. Tenth qualified teachers must have a one-year probation period for the first time.

Qualified teachers who have not taught within 5 years shall be re-qualified by the teacher qualification accreditation department before they can engage in teacher work.

Teachers with senior teacher positions or more than 20 years of teaching experience shall be valid for life within the administrative region of this province. Article 11 Teachers in schools and other educational institutions shall be appointed by posts. Personnel who have not obtained the qualifications of teachers shall not participate in the evaluation and appointment of teachers. The measures for the evaluation and appointment of teachers' posts shall be implemented in accordance with the relevant provisions of the state. Twelfth local people's governments at or above the county level shall, according to the needs of educational development, comprehensively plan and build normal colleges and teachers' further education colleges, increase investment in normal education, improve the conditions for running schools, and make them meet the national standards for running schools. Thirteenth normal colleges and universities must adhere to the correct direction of running schools, take the cultivation and training of teachers as their main responsibilities, strengthen the education of professionalism and morality, highlight the cultivation of teachers' professional quality, and improve the quality of education.

Non-normal colleges should undertake some tasks of teacher training and training according to the needs of the construction of teachers in our province. Fourteenth to encourage outstanding junior and senior high school graduates to apply for normal majors, normal majors enjoy professional scholarships in accordance with state regulations.

Graduates who enjoy normal professional scholarships should have a service period of not less than 5 years (excluding probation period); If the service period is not full, it shall not be transferred from the post of teacher. Fifteenth without the approval of the administrative department of education at or above the county level, no unit may transfer primary and secondary school teachers to non-education departments. Article 16 Local people's governments at all levels and education administrative departments should improve teachers' academic qualifications in a planned way and gradually improve their academic qualifications.

Teachers should improve their academic qualifications and teaching ability through various forms of learning. Seventeenth education administrative departments at all levels, relevant departments and schools shall formulate teacher training plans, organize teacher training in a planned way, and provide guarantee for teacher training in terms of preparation and funds.

Primary and secondary school teachers should participate in training, advanced studies and obtain continuing education certificates according to regulations. Eighteenth teachers who are arranged to participate in training and further study enjoy the same treatment as other teachers in job evaluation, salary promotion and housing allocation.

Nineteenth the education and teaching work of ordinary primary and secondary school teachers should be assessed. The evaluation method shall be formulated by the administrative department of education according to the relevant national and provincial evaluation regulations and the principle of grading school running and grading management, and the school shall be responsible for the specific evaluation work. Township (town) run schools can be organized by township (town) education management institutions.

Measures for the assessment of teachers in institutions of higher learning shall be formulated by the school, and the assessment work shall be organized by the school.

Schools run by departments, enterprises and other social forces may formulate specific assessment methods with reference to the assessment methods of the administrative departments of education.
