(1) This standard is the basic requirement of school management and is applicable to all compulsory education schools in China. In view of the differences in different parts of the country, the education administrative departments of all provinces, autonomous regions and municipalities directly under the Central Government may, in accordance with this standard and in combination with local conditions, put forward implementation opinions and refine the requirements of the standard. (2) This standard puts forward specific requirements for school governance and is an important basis for school work. Education administrative departments at all levels and teacher training institutions should take this standard as an important part of the training of principals and teachers, and carry out targeted training in combination with local conditions, so that principals and teachers can fully understand the basic requirements, master the spiritual essence and guide specific work.
