1September, 1996, Chongqing Municipal Construction Committee established Chongqing Construction Post Training Center (hereinafter referred to as "Municipal Post Training Center") according to the document of Chongqing Editorial Committee [1996]14, which is a department-level institution directly under the Municipal Construction Committee. According to the functions entrusted by the Municipal Editorial Committee (the official reply of the Municipal Editorial Committee on approving the establishment of Chongqing Construction Post Training Center) and the Notice of the General Office of Chongqing Municipal People's Government on Printing and Distributing the Functions of Chongqing Construction Committee and the Provisions on Internal Organizations and Staffing (No.Chongqing Office [2000] 152), the main duties of the Municipal Post Training Center are: to undertake the specific job training under the management of Chongqing Construction Committee, Organize and manage the job training, vocational qualification training, identification and issuance of job certificates of architectural vocational skills for employees in various industries of the city's construction system, and compile training materials, outlines, assessment standards and norms for architectural majors and jobs that are uniformly used in the city.
