There are two kinds of prefecture-level cities in China, one is an ordinary prefecture-level city, the administrative level is the main city hall level, and the other is a sub-provincial city, the administrative level is the sub-provincial.

(1) A prefecture-level city with the main hall level, the municipal district is at the county level, which is equivalent to the county administrative level, and the district education director is at the township level, which is equivalent to the township administrative level. The propaganda minister of the district Committee is a department-level post, but the propaganda minister of the district Committee is generally concurrently held by the Standing Committee of the district Committee and belongs to the deputy department level.
