Article 13 The State shall reward organizations and individuals that have made outstanding contributions to the development of education.
Fourteenth the State Council and local people's governments at all levels shall lead and manage the education work according to the principles of hierarchical management and division of responsibilities. Under the leadership of the State Council, secondary education and education below secondary level are managed by local people's governments. Higher education is administered by the State Council and the people's governments of provinces, autonomous regions and municipalities directly under the Central Government.
Fifteenth the State Council education administrative departments in charge of national education, overall planning, coordination and management of national education. The education administrative departments of local people's governments at or above the county level shall be in charge of education within their respective administrative areas. Other relevant departments of the people's governments at or above the county level shall be responsible for relevant education work within their respective functions and duties.
