The Elementary School Arithmetic Syllabus is a guiding document for elementary school arithmetic teaching formulated by the national education administrative department. 1952 the Ministry of education of China has formulated and promulgated two documents, namely, the arithmetic outline and the abacus outline, which are applicable to five-year primary schools. 1956, the two syllabuses are merged into one document, which is suitable for six-year primary schools. 1963 junior high school arithmetic was suspended, and the Ministry of Education re-formulated and issued the "Full-time Elementary School Arithmetic Teaching Outline (Draft)", emphasizing that "Arithmetic is the basis for further learning mathematics" and "it is an important tool for engaging in productive labor and learning science and technology".
