The main duties of the Central Plains Education Bureau are: to implement the national education policies, draft local laws and regulations on education, formulate the province's education reform and development strategy, education development plan and annual plan, formulate policies on education system reform, and be responsible for guiding, coordinating and supervising the implementation.

Zhongyuan District, located in the west of Zhengzhou City, is adjacent to Erqi District from songshan road (including Bishagang Park in Ludong) in the east; It borders Yulong Town, Xingyang City in the west; Mazhai Town and songshan road Street in Nanhe Erqi District; It is connected to Laoyachen Street and Guxing Town in Huiji District in the north and belongs to Zhengzhou City, Henan Province, with an area of 193 square kilometers. The whole region governs 14 sub-district offices (end of 2020).

Zhongyuan district is located between 34 42' 30 "north latitude and 34 51'30" east longitude, from113 27' 30 "to1/3 37' 30" east longitude. It is about 17 km long from north to south and about 16 km wide from east to west. Except for the eroded hilly area in the southwest, the rest are loess-like inclined plains. The whole terrain is high in the west and low in the east, high in the southwest and low in the northeast, with the highest elevation of 149.2 meters and the lowest elevation of 98 meters.

Soil types are mainly vertical loess, moist loess, sandy vertical soil and cinnamon soil in zonal cinnamon soil, which are suitable for crop growth. Surface water is scarce, and the groundwater level drops rapidly.
