Regulations on duty and combat of public security fire brigade

Chapter I General Principles

Article 1 These Regulations are formulated in accordance with the Fire Prevention Law of People's Republic of China (PRC) and relevant laws and regulations in order to standardize the operational behavior of public security fire fighting forces and ensure the completion of combat tasks on duty.

Article 2 The term "combat on duty" as mentioned in these Regulations refers to the preparations and actions carried out by the public security fire brigade to complete fire fighting and emergency rescue tasks and fire fighting services for major events.

Article 3 Public security fire-fighting units must be ready for battle at any time. After receiving an alarm or an order, they should immediately dispatch and rush to the scene quickly and safely to carry out fire fighting and emergency rescue.

Article 4 When performing fire fighting and emergency rescue tasks, public security fire fighting forces should adhere to the guiding ideology of "saving people first, scientifically rescuing" and organize fire fighting and emergency rescue operations according to the requirements of "mobilizing sufficient police and effective equipment at the first time, rushing to the scene at the first time, saving people at the first time, reducing smoke and poison at the first time, controlling disaster development at the first time, and minimizing losses and hazards".

Article 5 Officers and men of public security fire control units at all levels must resolutely obey orders, obey orders, strictly observe discipline, be loyal to their duties, and carry forward the style of being brave and tenacious, not afraid of sacrifice and fighting continuously.

Article 6 The public security fire brigade shall establish and improve the safety management system, strictly implement safety protection and public security measures, and effectively prevent and reduce casualties of officers and men.

Article 7 The public security fire fighting forces shall strengthen the equipment construction, strictly manage the team, strictly educate and train, do a good job in the combat support on duty, and constantly improve the combat effectiveness on duty.

Eighth public security fire brigade shall establish and improve the duty combat information reporting system, and timely and accurately report the duty combat information in accordance with the prescribed procedures and requirements.

Article 9 The military and political leaders at all levels of the public security fire brigade are the leaders and organizers of the combat work on duty, and should strengthen the inspection and guidance on the implementation of this decree to ensure its implementation.

Chapter II Combat Readiness Work

Section 1 combat readiness system

Article 10 The public security fire brigade shall strictly implement the combat readiness duty system in accordance with the following basic requirements to ensure uninterrupted duty:

(1) Each army, detachment, brigade and squadron shall have a chief on duty. The leaders on duty of the corps and detachment shall be the chief of staff of the corps, detachment and headquarters, the director of the political department (department), the director of the logistics department (department) and the director of the fire prevention supervision department (department) in turn, and the leaders of the brigade and squadron shall be the cadres of the brigade and squadron in turn;

(two) the corps and detachment shall establish a full-time headquarters to carry out fire fighting and emergency rescue operations. The full-time command consists of a commander and a command assistant. The commander is the deputy chief of staff, the head of the training department (branch) and the personnel with rich practical experience, and the command assistant is the personnel on duty at the headquarters and the political department (branch), logistics department (branch) and fire prevention supervision department (branch);

(three) the heads on duty at all levels and the staff of the full-time headquarters must have the corresponding level of fire protection qualifications and be competent for the corresponding level of command posts;

(four) the personnel on duty at all levels must stick to their posts, strictly abide by the duty system, earnestly perform their duties, and complete the duty and duty tasks;

(five) the units on duty at all levels shall make daily handover, and the handover shall be organized by the person in charge on duty, and the handover personnel shall strictly perform the handover procedures and complete the handover work;

(6) The main contents of the handover of the general (branch, large) team are: reporting the combat situation on duty, defining the combat readiness tasks, and arranging the work on duty. The main contents of the squadron handover are: reporting the combat situation on duty, adjusting the duty force, counting the equipment and arranging the duty work.

(7) During the shift change, the personnel on duty shall be responsible for the shift change after hearing the dispatching signal, and then carry out the handover after completing the task.

Eleventh public security fire brigade personnel on duty at all levels, should be familiar with the following areas in accordance with the division of responsibilities:

(1) Traffic roads and fire water sources;

(two) the number, classification and distribution of key units of fire safety;

(three) the building structure and use of key units of fire safety;

(four) the key parts of key units of fire safety;

(5) Internal fire control facilities and fire control organizations of key fire control safety units;

(6) Types, countermeasures and basic procedures of major disasters and accidents.

Twelfth public security fire brigade should carry out regular combat readiness education. During the period of conscription and discharge, major festivals, important activities or other special circumstances, targeted combat readiness education must be carried out.

Thirteenth public security fire brigade should strictly manage the combat equipment on duty to ensure that it is in good combat readiness at any time. Duty combat equipment shall not be used for matters unrelated to duty combat.

(a) the parking (parking) of fire engines (boats) and the placement of personal equipment must be convenient for dispatching and meet the requirements of actual combat;

(2) Combat equipment on duty shall be equipped according to the standard, numbered uniformly, and files shall be established. Adhere to regular inspection and maintenance, and repair or supplement in time when faults or damages are found;

(three) the fire garage should be kept clean and tidy, and it is strictly forbidden to live and store items unrelated to duty and combat to ensure safety.

Fourteenth public security fire brigade leaders and organs at all levels shall regularly carry out combat readiness inspections and strictly implement the combat readiness system.

Squadrons, brigades and detachments shall conduct at least one combat readiness inspection on their subordinate units every day, week and month. Major festivals, major events or in case of special circumstances, the general (branch, large) team must organize inspections, solve existing problems in time, and report major problems to the superior immediately.

Fifteenth public security fire control units at all levels should master the construction, management and changes of public fire control facilities in this area, organize regular inspections, and deal with problems in a timely manner.

Article 16 Public security fire-fighting units at all levels shall establish and improve the fire-fighting communication command system, receive and process duty information in time, and realize interconnection and information sharing with relevant departments and professional forces.

Section 2 combat readiness duty

Seventeenth corps and detachment leaders shall perform the following combat readiness duties:

(a) to organize and lead the troops to implement the regulations and requirements of their superiors on duty and combat readiness, and to study and formulate measures to improve and strengthen combat readiness;

(two) to urge all levels and departments to play a functional role in the combat readiness work, and to establish and maintain the normal combat readiness order;

(three) to master the basic situation of the jurisdiction and the combat strength of the public security fire brigade, full-time fire brigade and other emergency rescue teams, and organize the establishment of a joint logistics linkage system;

(four) to organize and guide the troops to investigate and evaluate the risks and hazards of disasters and accidents within their respective jurisdictions, formulate and be familiar with all kinds of operational plans at the corresponding level, and master the countermeasures to deal with all kinds of disasters and accidents;

(five) to urge the troops to maintain a good state of combat readiness and study and solve problems in combat readiness in a timely manner.

Article 18 The headquarters shall perform the following combat readiness duties:

(a) to master the combat strength of the public security fire brigade and full-time fire brigade, and to be familiar with the personnel and equipment of other emergency rescue teams within their respective jurisdictions;

(two) responsible for the formulation of various disasters and accidents of force mobilization plan and duty combat plan, organize actual combat drills;

(three) to check the combat readiness of the public security fire brigade and full-time fire brigade, supervise and urge the implementation of the combat readiness system, and make good preparations for fire fighting and emergency rescue;

(4) Drafting combat readiness orders, instructions and plans, and urging troops to implement them;

(five) to organize the formulation of the development plan and configuration plan of combat equipment on duty, and do a good job in the management and deployment of combat equipment on duty;

(six) to organize troops to be familiar with the relevant situation of the area and key units of fire safety, to inform the fire supervision department of the problems found in time, and to participate in the formulation of urban fire protection planning and the fire inspection and acceptance of construction projects;

(seven) to coordinate the water supply, power supply, gas supply, communication, medical rescue, transportation, environmental protection, meteorology and other relevant units and other emergency rescue teams, establish an emergency linkage mechanism, and do a good job in the preparations for coordinated fire fighting and emergency rescue.

Article 19 The political department (department) shall perform the following combat readiness duties:

(a) according to the needs of the task, organize troops to carry out combat readiness education;

(two) combined with combat readiness and fire fighting, emergency rescue work, timely and flexible to carry out political, ideological and psychological education;

(three) to understand the performance of officers and men in fire fighting and emergency rescue work, and to be responsible for the propaganda, rewards and punishments of war preparation, fire fighting and emergency rescue.

Twentieth logistics department (department) shall perform the following combat readiness duties:

(1) Organizing the establishment of a logistics support system and supervising the implementation of the logistics support system;

(two) to formulate the combat support plan for the troops on duty, and to be responsible for organizing the implementation;

(three) the implementation of duty combat equipment allocation plan, the establishment of equipment files, responsible for equipment management and maintenance.

Twenty-first fire supervision department (branch) shall perform the following combat readiness duties:

(a) to inform the headquarters, fire brigade and squadron of the problems, fire hazards and changes that affect the fire fighting and rescue work in key units of fire safety in this area;

(two) to do a good job in the coordination of the familiarity and drills of the duty forces of the key units of fire safety in the jurisdiction, to participate in the formulation of the duty battle plan at the corresponding level, and to provide relevant information;

(three) in the event of a fire accident, immediately send personnel to the scene to provide fire fighting and rescue information and cooperate with the fire fighting and rescue operations.

Twenty-second full-time headquarters shall perform the following combat readiness duties:

(a) the implementation of 24-hour uninterrupted combat duty system, the implementation of orders and instructions from superiors, accept reports from subordinates, and timely and properly handle;

(two) to master the characteristics of various disasters and accidents within the jurisdiction, the relevant measures, the relevant information of key units of fire safety and the relevant contents of the operational plan at the corresponding level;

(3) To master the combat effectiveness, distribution, equipment and fire extinguishing agent reserves of public security fire brigades, full-time fire brigades and other emergency rescue teams within their respective jurisdictions, and inspect and urge the fire brigades to do a good job in combat readiness;

(4) The personnel on duty must stick to their posts, stand by at any time, perform tasks and direct fire fighting and rescue operations.

Twenty-third combat command center shall perform the following combat readiness duties:

(a) to master the key units of traffic roads, fire water sources and fire safety within their respective jurisdictions;

(two) to master the fighting power and changes of the public security fire brigade, full-time fire brigade and other emergency rescue teams within the jurisdiction, and report to the person in charge on duty and the relevant departments in a timely manner;

(three) to master the situation and contact information of fire fighting and emergency rescue forces of relevant social units within the jurisdiction, and to keep in touch with relevant units such as water supply, power supply, gas supply, communication, medical rescue, transportation, environmental protection and meteorology;

(four) regularly check the communication lines and equipment in conjunction with the public security fire brigade, full-time fire brigade and telecommunications department in the area, make a good registration, and handle problems in time when found;

(five) timely and accurately accept the fire accident alarm, according to the force mobilization plan or the instructions of the person in charge on duty, timely dispatch the dispatched forces, record the situation of receiving the police and dispatching the forces, and provide relevant information on fire fighting and emergency rescue;

(six) statistics, analysis of the police situation and scheduling, timely summary report of fire fighting and emergency rescue information;

(seven) to maintain communication with the scene of the disaster accident, and to be responsible for the management and maintenance of the fire alarm and communication command system.

Twenty-fourth brigade leaders shall perform the following combat readiness duties:

(a) to be responsible for the combat readiness of the public security fire brigade and the full-time fire brigade in the area under their jurisdiction, implement the relevant regulations and instructions of superiors, and do a good job in fire fighting and emergency rescue;

(2) Organizing combat readiness duty, inspection and education, and establishing and maintaining normal combat readiness order;

(3) Organizing investigations and familiarizing themselves with the situation in the jurisdiction, formulating duty combat plans and conducting actual combat drills;

(four) familiar with the fighting power of the public security fire brigade and full-time fire brigade in the area, and master the relevant situation of key units of fire safety and the types, characteristics and disposal countermeasures of disasters and accidents such as fires;

(five) to master the situation of other emergency rescue forces within the jurisdiction, and coordinate the implementation of fire fighting and emergency rescue work mechanism.
