Responsible for organization establishment, personnel file management, labor wages, teacher qualification identification, professional title evaluation and employment, personnel deployment, continuing education, teacher recruitment, employment guidance for college graduates, teacher incentive fund and so on. Do a good job in the ideological construction, organizational construction and work style construction of the majority of primary and secondary school teachers in the region, and constantly optimize the teaching staff.

Responsible for the education and teaching management of primary and secondary schools and kindergartens in the whole region, and formulate long-term and annual plans for education development; Responsible for the statistics and analysis of basic education information in the whole region; Responsible for popularizing nine-year compulsory education; Supervise and guide primary and secondary schools to fully implement the party's education policy and carry out education and teaching reform; Responsible for the management system reform and layout and structural adjustment of primary and secondary schools; Responsible for school legal education, national defense education and other work; Guide moral education in primary and secondary schools; Responsible for the approval, management and safety of private primary and secondary schools, kindergartens and short-term training and education institutions within their jurisdiction.
