Chapter I General Provisions Article 1 In order to strengthen the management of adult education in Shenzhen Special Economic Zone (hereinafter referred to as the Special Zone), improve the quality of teaching and the benefit of running a school, and promote the development of adult education, these Regulations are formulated in accordance with the relevant provisions of the state and the actual conditions of the Special Zone. Article 2 The term "adult education" as mentioned in these Regulations refers to the continuing education for adults who leave ordinary schools to expand their knowledge and skills and improve their professional level and ability. Article 3 The purpose of adult education is to comprehensively improve the cultural, technical and professional qualities of adults to meet the needs of the construction of special zones. Article 4 Adult education is an important part of education. People's governments at all levels in Shenzhen should incorporate adult education into the overall planning of economic and social development. All administrative departments and relevant units of the government should incorporate adult education into their annual plans and long-term plans. Article 5 People's governments at all levels shall support units and individuals with the ability to run schools to organize adult education to meet the needs of socialist construction, encourage adults to continuously improve their own quality through adult education, and protect the legitimate rights and interests of learners and school operators. Article 6 The education administrative department of Shenzhen Municipal People's Government (hereinafter referred to as the municipal government) is the competent department of adult education management in the whole city, and is responsible for the coordination, guidance and macro management of adult education in the whole city. The education administrative department of the District People's Government is authorized by the education administrative department of the municipal government to provide professional guidance, management and supervision on adult education within its jurisdiction.

The labor administrative department of the municipal government is responsible for the technical level training, pre-job and on-the-job technical training of employees; The personnel administrative department of the municipal government is responsible for the management of the national civil service training; Other administrative departments of the municipal government and social organizations are responsible for the management of on-the-job training of personnel in this system according to the division of responsibilities. Article 7 With the economic development and fiscal revenue growth of the Special Zone, the municipal and district people's governments should increase the funds for adult education accordingly.

Administrative departments, enterprises and institutions shall, in accordance with the relevant provisions, draw funds for adult education.

Enterprises, institutions and social organizations hold adult education for social enrollment and raise funds by themselves. Chapter II Examination and Approval Article 8 The following conditions shall be met for the establishment of an adult education school for social enrollment and the holding of various adult education training courses:

(a) a clear school purpose, training objectives, school plans and teaching plans, as well as the corresponding rules and regulations.

(two) managers should have good ideological and moral character, have the necessary professional knowledge of culture and technology, be familiar with teaching business and have management ability.

(three) teachers who meet the relevant provisions of the state and are suitable for the nature and scale of running a school.

(4) Having teaching materials, teaching equipment and teaching places suitable for running a school.

(5) Having the necessary funds for running a school.

The holding of adult education with academic certificates shall also comply with the relevant provisions of the state. Article 9 Full-time and part-time teachers in adult education should have a college degree or above or special skills. Tenth the establishment of adult education institutions for social enrollment and the holding of various types of adult education training courses shall apply to the education administrative department of the municipal government or the relevant administrative departments of the municipal government, and go through the examination and approval procedures in accordance with the following provisions:

(a) the establishment of adult institutions of higher learning or municipal ordinary institutions of higher learning to hold undergraduate correspondence education shall be subject to the consent of the municipal government, and in accordance with state regulations, submitted to the provincial people's government or the State Education Commission for examination and approval.

(2) Holding correspondence education for junior college students and opening evening universities for undergraduate and junior college students in municipal universities shall be approved by the municipal government and reported to the State Education Commission and the provincial people's government for the record.

(three) the establishment of adult secondary specialized schools, adult vocational schools and adult middle schools shall be approved by the municipal government and reported to the State Education Commission and the provincial people's government for the record. Unless otherwise stipulated by the state, such provisions shall prevail.

(four) according to the provisions of the State Education Commission and the Ministry of Personnel, the "Professional Certificate" class shall be examined and approved by the education administrative department of the municipal government in conjunction with the personnel administrative department of the municipal government.

(five) the establishment of other adult education institutions or the holding of various types of adult education training courses shall be examined and approved by the education administrative department of the municipal government or the education administrative department of the district people's government authorized by it. But it involves the technical level training of employees, pre-job and on-the-job technical training, which shall be examined and approved by the labor administrative department of the municipal government; Involving art, sports, health, transportation, construction and other professional training, the relevant administrative departments of the municipal government put forward opinions and reported to the education administrative department of the municipal government for approval. Adult education institutions and all kinds of adult education training courses approved by the relevant administrative departments of the municipal and district people's governments shall be filed with the education administrative department of the municipal government.

Units or individuals from abroad, Hongkong, Macau, Taiwan Province Province and outside the Special Zone shall set up adult education institutions or hold various adult education training courses in the Special Zone with reference to the provisions of the preceding paragraph. Eleventh institutions to apply for the establishment of adult education institutions involving institutional setup and staffing, should be reported to the municipal government for approval. Twelfth training for on-the-job personnel, not for social enrollment, does not belong to the scope of examination and approval as stipulated in Article 10, and the training unit is responsible for organizing it. Article 13 The education administrative department of the municipal government and the relevant administrative departments shall give a written reply within one month from the date of receiving an application from a unit or individual to run an adult education school or hold various adult education training classes. After approval, the education administrative department of the municipal government will issue the Registration Certificate of Shenzhen Adult Education School or the Approval Document of Shenzhen Adult Education Training Course.

"Shenzhen Adult Education School Registration Certificate" implements the annual inspection system. The specific measures shall be formulated by the education administrative department of the municipal government.
