In order to meet the needs of the reform of the cadre and personnel system, optimize and improve the structure of government functionaries, according to the Interim Provisions on the Employment of National Civil Servants, the Interim Measures for the Employment of National Civil Servants through Examinations in Sichuan Province and the Measures for the Employment of Party Workers in Sichuan Province, upon approval, Chengdu has employed 86 national civil servants, government functionaries and administrative law enforcement personnel through public examinations. The relevant matters are hereby announced as follows:
I. Employment principles
According to the "Implementation Measures for the Recruitment of National Civil Servants in Chengdu (Trial)" (No.Cheng Ban Fa [1995]18), the principles of openness, equality, competition and merit-based selection are adopted to recruit national civil servants and government functionaries.
Second, candidates
All kinds of personnel who meet the requirements of the recruitment position of the recruiting unit.
Third, the application conditions
Have People's Republic of China (PRC) nationality; Support the leadership of China * * *, love socialism, abide by the law, have good conduct and have the spirit of serving the people; Good health; Under 35 years old (born after 1969 10 10/month); College degree or above recognized by the state.
Other conditions (including recruitment scope) determined by the recruitment unit according to the position shall be implemented after being approved by the municipal competent recruitment authority.
People who already have the status of national civil servants (staff of state organs) cannot apply for the exam. Dismissed state functionaries and civil servants are not allowed to apply for the exam within five years. The service period of volunteers serving the western region is not full or the assessment is unqualified.

(2) Registration procedure
Applicants must hold their resident ID card, household registration book, graduation certificate and 3 recent bareheaded photos of the same edition 1 inch. At the same time, all kinds of applicants must also go through the following procedures:
On-the-job personnel hold work permits and non-on-the-job personnel hold unemployment certificates;
When primary and secondary school teachers apply for the exam, they must issue a certificate that the education administrative department at or above the county level agrees to apply for the exam;
Personnel who are diverted by the authorities shall provide certificates issued by the original authorities;
Volunteers who serve the western region must show the certificate provided by the county project office located in the Youth League Committee that they can apply for the exam (1, they are indeed volunteers; 2. The service expires; 3. After passing the examination);
Graduates with college education or above who have not participated in this recruitment examination during the probation period shall be issued with a certificate of approval by their unit.
After all kinds of applicants have the above-mentioned corresponding procedures, they will register at the registration point within the specified time. Fill in the Examination Form for Employment Qualification of National Civil Servants (State functionaries) in duplicate. Those who pass the qualification examination shall pay the written examination fee according to the standard stipulated in Document No.237 [2003] of Sichuan Provincial Department of Finance and Sichuan Price Bureau, with a total of 150 yuan.
(3) the proportion of qualification examination and application.
Before the examination, the employer shall examine the qualifications of the candidates according to the basic conditions and the recruitment conditions approved by the competent recruitment authority. The ratio of the number of applicants for each position to the number of recruits: the number of applicants for the same position shall not be less than 5:1; Candidates in the same position are limited to master's degree or above, not less than 3: 1. If the above ratio is not reached, it shall be adjusted by the competent employment authority. If the proportion is still not reached or there is no adjustment target after adjustment, the employment plan of the post shall be reduced or cancelled accordingly. After the employment plan is reduced or cancelled, the recruiting unit can obtain the consent of the candidates and merge into other identical or similar positions. The reduced or cancelled employment plan can be carried forward to the next open recruitment of state civil servants and government functionaries.
Sixth, the exam
The examination is divided into written examination and interview (both of which can contain professional knowledge). Test scores are calculated according to the total score 100.
(1) unified examination
The unified examination (referring to the written examination organized by the examiners, the same below) consists of three subjects: application, administrative professional ability orientation test and basic knowledge of national civil servants.

The written examination for the public examination of municipal organs and the unified examination for the recruitment of national civil servants and government functionaries is specifically undertaken by Chengdu Personnel Testing Center.
According to the relevant provisions of the Circular of the Central Committee of the Communist Youth League, the Ministry of Education, the Ministry of Finance and the Ministry of Personnel (Zhongqing Lianfa [2004] 1 6), those who have volunteered in the western region for1year and passed the examination can apply for national civil servants (staff of state organs) and civil servants in the western region (staff of state organs).
(b) Enter the interviewer list to determine the method.
According to the positions and places to be hired, the hiring authority will determine the list of interviewers in turn according to the principle of the written test scores of the unified examination from high to low, and the ratio of the number of interviewers to the number of employees in each position is 3: 1. The recruitment unit shall make an announcement in this organ. The interview is jointly organized and implemented by the Organization Department of the Municipal Party Committee, the Municipal Personnel Bureau and the recruiting unit.
Before the interview, the recruitment agency will form a number of interview judges, each of whom is composed of 7 interview judges and hired by the recruitment agency. Among them, there are 3 recruiters in the interview judges of this unit, who are in charge of personnel work, the director of personnel department and the director (director) of relevant departments in principle.
The interview time and specific matters shall be reported by the employer to the competent employment authority for approval before further notice.
(3) Examination of professional subjects
Units participating in additional professional subject examinations require those who meet the requirements of applying for positions to participate in professional subject examinations, and the recruitment unit shall organize and implement them by itself.
(four) the composition and proportion of the total score
Test scores are calculated according to the total score 100. Among them, with the approval of the employing authority: (1) If the recruiting unit does not take any professional subjects, the written examination results of the unified examination account for 70%, and the interview results account for 30%. (2) If the recruiting unit adds professional subjects, the written test scores of the unified examination account for 50%, the professional subject scores account for 30%, and the interview scores account for 20%. (3) The written examination organized by the competent employment authority consists of three subjects, with the full score of each subject being 100, which is converted into 100 after the addition of the three subjects. The converted grades shall be converted into total grades according to the proportions specified in the above (1) and (2) respectively. (4) The full marks of the interview and professional subject examination are 100, which are also converted into the total score according to the score ratio specified in the above (1) and (2).
Seven, physical examination and assessment
According to the total score of candidates, the candidates who enter the physical examination and assessment are determined from high score to low score. Physical examination shall be conducted in accordance with the physical examination standards determined by the competent employment authority. After passing the physical examination, the recruiting unit will make a comprehensive assessment of their political ideology, moral quality, work performance, work performance and avoidance. Vacancies due to unqualified physical examination and assessment may be filled in turn with the consent of the competent employment authority.
Eight, employment approval and probation period
(1) For those who pass the examination, physical examination and assessment, the recruiting unit shall fill in the Examination and Approval Form for the Employment of National Civil Servants (functionaries) formulated by the examination and approval authority, and attach a letter (attached list) of persons to be employed. After the examination and physical examination materials are reported to the Organization Department of the Municipal Party Committee and the Municipal Personnel Bureau for examination and approval, the employment notice will be issued.
Under the same conditions, priority will be given to government officials and volunteers serving the western region.
The relevant departments and units shall handle the transfer and registration procedures according to the provisions with the employment notice.
Graduates who are employed and meet the application conditions shall report directly to the recruiting unit according to the relevant provisions with the employment notice of the organization department of the Municipal Party Committee or the Municipal Personnel Bureau and the employment registration card of the provincial education administrative department, and go through the household formalities.
Other employees shall go through the relevant formalities with the employment notice of the Organization Department of the Municipal Party Committee or the Municipal Personnel Bureau, and report at the time notified by the recruiting unit.
The recruiting unit can make appropriate adjustments to the work arrangements of the employed personnel according to the needs of the work.
Those who fail to report for duty for more than three months will be disqualified, and they will be disqualified from applying for national civil servants and government functionaries within three years, and their positions will not be filled.
(2) Newly recruited civil servants and functionaries of state organs shall have a probation period of one year from the date of approval of employment. Upon the expiration of the probation period, those who have passed the examination by the recruiting unit will go through the post formalities formally; Those who fail the examination will be disqualified, and the missing positions will be carried forward to the next open recruitment.
(3) The post grading of newly hired national civil servants shall be implemented in accordance with the Interim Provisions on Post Grading of Newly Employed National Civil Servants issued by the Ministry of Personnel (No.33 issued by the Ministry of Human Resources and Social Security [1997]).
Nine. Discipline and supervision
In order to ensure the smooth recruitment of national civil servants and staff of state organs and maintain the openness, fairness and seriousness of the recruitment work, the recruitment authorities should strengthen the guidance and inspection of the examination and recruitment work.
