The meeting stressed that it is necessary to firmly establish and implement the concept of safe development, do a good job in school safety, speed up the improvement of the school safety system, and weave an all-round and three-dimensional safety net for the healthy growth of children. Minister of Education Yuan Guiren and Vice Minister of Public Security Huang Ming attended the meeting and made speeches.

Yuan Guiren emphasized that safety is the top priority of the school. Without security, it is impossible to talk about educational reform and development, and it is impossible for students to grow into talents. We should intensify our work, take more effective measures, improve the system and do a good job in school safety. First, focus on improving the campus security risk prevention and control system. To implement the school safety responsibility system, the party and government leaders should earnestly shoulder the responsibility of the first responsible person. It is necessary to decompose the safety responsibilities one by one and implement them in every work and link of school daily education management. Make a list of school safety inspection guidelines and do your best to eliminate blind spots and loopholes in safety supervision. The second is to promote the normalization of safety education. All localities and schools should integrate safety education into all aspects of students' study and life, carry out in-depth publicity and education on the rule of law, regularly carry out emergency evacuation drills, and do a good job in safety education and publicity for parents of students. The third is the basic measures to improve school safety. It is necessary to incorporate measures to improve civil air defense, physical defense and technical defense into the standardization construction of schools, equip primary and secondary schools and kindergartens with necessary security guards, establish and upgrade the school safety technical defense system, and earnestly strengthen campus safety management. Fourth, efforts should be made to strengthen the comprehensive management of public security in and around the campus. Schools around the country should establish a regular investigation mechanism for campus and surrounding security risks, strengthen the linkage between police and schools, effectively strengthen campus network security, and explore the establishment of a tracking, management and evaluation database that affects campus and surrounding security factors. The fifth is to focus on special rectification of outstanding problems. We should adhere to the problem orientation and carry out special treatment in key areas such as school bullying, traffic safety to and from school, drowning accidents, and crowded and trampled accidents on campus. Improve the level of educational care for left-behind children. Sixth, strengthen the supervision and inspection of school safety work. It is necessary to give full play to the role of state inspectors and responsible inspectors in primary and secondary schools, strengthen self-examination, key spot checks, supervision and inspection of school safety work, timely inform the inspection situation, and timely implement rectification measures.

Huang Ming emphasized that local public security organs should improve their ideological understanding, strengthen their responsibility, bring school safety into the category of safe construction, take the campus prevention and control network as an important part of the social security prevention and control system, actively cooperate with education, comprehensive management and other departments, and further strengthen the work of safety risk judgment and early warning, cracking down on school-related crimes, building campus security measures, and school bus safety management. It is necessary to further improve the linkage mechanism between police and schools, conscientiously implement various campus safety measures, and create a safe and stable learning and working environment for teachers and students.
