Legal basis: Compulsory Education Law of People's Republic of China (PRC).
Article 3 Students receiving compulsory education are free of tuition fees and only pay miscellaneous fees.
Article 4 Miscellaneous expenses shall be determined according to a certain proportion of official expenses and business expenses in the public funds necessary for school study. There should be less fees and an upper limit.
Article 5 The examination and approval authority for miscellaneous fees standards is the provincial people's government. The provincial education department puts forward opinions, and the price department shall, jointly with the financial department, review according to the local economic development level, school conditions and residents' economic affordability. After the three departments jointly report to the provincial people's government for approval, the education department will organize the implementation.
