Article 2 1 13 Article 36 of the Education Law of the People's Republic of China (526 1) stipulates that the administrators in schools and other educational institutions of 4 102 shall implement the education staff system. Teaching assistants and other professional and technical personnel of schools and their 1653 other educational institutions shall implement the appointment system for professional and technical posts.

Educational staff refers to those who are engaged in management work in administrative posts of educational institutions. The educational staff system refers to the rank sequence and management system that reflects the comprehensive factors such as the management level, professional ability, work performance, qualification experience and post demand of educational staff. The educational staff system establishes competition in the administrative team that personnel can enter and leave, positions can be promoted and lowered, and treatment can be high or low.
