The differences between China's higher education reserve and the cadre training plan in undergraduate school-running level (subordinate, provincial and municipal), undergraduate school-running system and nature (public and private), the differences in undergraduate tuition fees determined by the school-running system, and the similarities and differences in graduation certificates (one, two and three) have nothing to do with the level of undergraduate colleges and the level of "academic qualifications and diplomas". Therefore, the undergraduate degrees and diplomas of the first, second and third universities are the same, but the emphasis is different. Key undergraduate universities (985, 2 1 1 universities) focus on theoretical research, while ordinary undergraduate universities (ordinary first, second and third universities) focus on theoretical application.
