Article 106 If the legitimate rights and interests of minors are infringed and the relevant organizations and individuals fail to file a lawsuit on their behalf, the people's procuratorate may urge and support them to file a lawsuit;

Involving public interests, the people's procuratorate has the right to file a public interest lawsuit.
