State organs, public organizations, enterprises, institutions and other social organizations shall carry out publicity and education on the rule of law in accordance with the provisions of these Regulations, and citizens shall receive publicity and education on the rule of law in accordance with the law, so as to enhance the awareness of respecting and abiding by the law in the whole society. Article 4 The basic tasks of publicity and education on the rule of law are to fully implement the general plan of governing the country according to law, popularize the basic knowledge of the Constitution and laws, regulations and rules, carry forward the socialist core values, build a socialist culture of rule of law, promote scientific legislation, strict law enforcement, fair justice and law-abiding for the whole people, and promote multi-level and multi-field governance according to law. Article 5 Publicity and education on the rule of law shall adhere to the principles of unified planning, classified implementation, comprehensive popularization, highlighting key points, relying on the masses, division of responsibilities, combination of learning and application, and paying attention to actual results.
Legal publicity and education should be combined with moral education. Article 6 The leading institutions at or above the county level shall strengthen their leadership in the publicity and education of the rule of law, be responsible for organizing, coordinating, supervising and inspecting, and study and solve major problems in the publicity and education of the rule of law.
The daily work of leading institutions for popularizing law and governing according to law shall be undertaken by the judicial administrative department of the people's government at the same level. Seventh people's governments at or above the county level shall incorporate the publicity and education of the rule of law into the national economic and social development plan and the government public service system, and organize the formulation and implementation of the publicity and education plan of the rule of law; Incorporate the funds for publicity and education on the rule of law into the fiscal budget at the same level, and establish a dynamic adjustment mechanism for funding guarantee. Article 8 State organs, social organizations, enterprises, institutions and other social organizations shall, according to the publicity and education plan of the rule of law, formulate annual work plans, equip full-time or part-time personnel, and carry out publicity and education of the rule of law in combination with their work functions and characteristics. Ninth Township People's governments and sub-district offices shall guide, support and help villagers' committees and residents' committees to carry out publicity and education on the rule of law.
Villagers' committees and residents' committees should take the publicity and education of the rule of law as an important part of the self-education of villagers and residents, guide them to safeguard their rights and interests, resolve disputes, participate in self-management and self-service, and promote the practice of the rule of law at the grassroots level.
Villagers' committees and residents' committees shall determine the personnel who are specifically responsible for the publicity and education of the rule of law, and pay attention to the role of village and community legal advisers in the publicity and education of the rule of law. Article 10 State organs shall implement the responsibility system of "whoever enforces the law shall popularize the law", incorporate the publicity and education of the rule of law into the overall layout of work, formulate the work plan and responsibility list of the publicity and education of the rule of law, and define the objectives, tasks and specific measures.
All industries and units should implement the responsibility of "who is in charge and who is responsible", combine the characteristics of the industry and the legal needs of specific groups, and adopt a way that is easy for citizens to accept and carry out publicity and education on the rule of law. Article 11 The judicial administrative department of the people's government at or above the county level shall carry out the following work according to the requirements of leading institutions for popularizing law and governing according to law:
(a) the implementation of laws, regulations, rules, resolutions and decisions on legal publicity and education;
(two) to organize, guide and inspect the implementation of the rule of law publicity and education plan;
(three) to formulate and organize the implementation of the annual plan for the publicity and education of the rule of law in this administrative region;
(four) the organization of the rule of law publicity and education training and examination;
(five) to carry out investigation and study, and summarize the typical experience of promoting the publicity and education of the rule of law;
(six) to evaluate, commend and reward the publicity and education of the rule of law in accordance with the provisions;
(seven) other publicity and education work of the rule of law. Article 12 After the local regulations and local government rules are passed, the enacting organ shall make them public through the Internet, news release and media reports, and the relevant working institutions shall publicize and interpret their main contents and legislative spirit. Thirteenth judicial administrative departments of the people's governments at or above the county level shall, jointly with relevant departments, improve the system of learning and using the law for state functionaries and organize legal knowledge examinations on a regular basis. Examination results are an important part of assessing national staff. Fourteenth people's governments at or above the county level shall be responsible for the legal work, respectively, to carry out administrative publicity, education and training for the heads and staff of administrative organs according to law, so as to improve the ability and level of building a government ruled by law. Fifteenth departments in charge of civil servants of the people's governments at or above the county level shall incorporate public legal knowledge and legal knowledge related to the performance of duties into the training plan and assessment content of civil servants.
Civil servant training institutions and other institutions that undertake the task of training national staff should offer legal knowledge courses when training national staff and meet the class requirements. Article 16 The education administrative department of the people's government at or above the county level shall, in accordance with the division of responsibilities, incorporate the education of the rule of law into the national education system, promote schools to implement the funds, teachers, class hours and teaching materials for the education of the rule of law, and guide and supervise schools to carry out the teaching activities of the education of the rule of law.
All kinds of schools should clarify the person in charge of the publicity and education of the rule of law, organize various forms of publicity and education activities of the rule of law, and enhance students' awareness of the rule of law and their ability to participate in the practice of the rule of law; Primary and secondary schools should employ persons with legal work experience as principals or counselors of the rule of law to guide schools to carry out publicity and education activities on the rule of law.
