According to the spirit of the Constitution about the functions and powers of administrative organs, there are three main forms of BCD education administrative law enforcement: educational administrative measures, administrative punishment of Laozi and Zhuangzi, and educational administrative coercion. 1. Educational administrative measures. That is to say, according to the Education Law, the national education administrative organ shall handle the educational administrative law enforcement behavior involving the rights and interests of a specific relative at the request of the relative or ex officio. Some textbooks call it "administrative treatment". There are generally two kinds of educational administrative measures, one is the measures taken at the request of the counterpart, and the other is the measures taken by the educational administrative organ on its own initiative. 2. Educational administrative punishment. That is to say, the national education administrative organ shall punish and sanction the administrative counterpart who violates the education law according to law. It is based on the premise that the behavior of the relative person violates the education law, and whether it is a legal consequence is the state's disapproval of the behavior that violates the education law. Through administrative punishment, restore the destroyed educational legal order and educate the offenders themselves and others to abide by the education law. 3. Educational administrative law enforcement. That is to say, the administrative counterpart who is forced to perform the obligations in the education law by the state education administrative organ but does not automatically perform the obligations according to law. It is based on the premise that the counterpart fails to perform its obligations, and through administrative coercion, it ensures the legitimate and effective exercise of administrative power and the normal conduct of administrative activities of educational administrative organs, forcing the counterpart who fails to perform its obligations to perform them, or to reach the same state as performing them.
