In conjunction with relevant departments, formulate policies, regulations and measures for raising education funds, education funding, education infrastructure investment and education fees, prepare annual budget proposals for municipal education funds, monitor investment in education funds, manage special funds for institutions directly under it, infrastructure investment and education system, supervise and inspect the use of funds, and co-ordinate the management of urban education surcharges.

Manage the city's academic education and entrance examination, draw up the city's middle school enrollment plan, be responsible for the city's self-study examination, plan and guide private education, and eliminate illiteracy among young people.

To plan, guide and coordinate the educational technology and equipment, audio-visual education and work-study programs of various schools in this system, and be responsible for the statistics, analysis and release of basic education information and the development and construction of information systems. Plan, organize and guide educational research and scientific research, organize and undertake scientific research projects assigned by the state, province and city, and promote the transformation and popularization of scientific research achievements.

To guide moral education, physical education, health education, art education, aesthetic education and national defense education in schools of all levels and types. Responsible for the city's language management. Responsible for the city's education system foreign exchange and other educational exchanges, centralized management of the education system to study abroad. Responsible for the safety work within the scope of this department and its responsibilities. To undertake other tasks assigned by the municipal party committee and municipal government.
