Educational evaluation is a process of fact analysis and value judgment of educational practice activities according to certain goals and standards. Modern education evaluation has gone through several typical stages in its development (Cuba and Lincoln, 1989). The evaluation theories, methods and models of each stage undoubtedly have their own significance of the times, which have played an important historical role in ensuring and improving the quality of education, and even today they still play an active role in various educational fields.

However, with the development and transformation of society, economy and education, the rapid development of information technology, the rapid development of education and the popularity of multiple values, the traditional education evaluation model has some limitations, such as long cycle, high cost, low efficiency, strong subjectivity and lack of early warning and prediction, and it is gradually difficult to meet the needs of education development, education quality assurance and improvement, and it is also difficult to meet the informed demands of educators, educatees, education managers and more and more extensive social stakeholders.
