At present, China's cities generally implement the administrative standard system for primary and secondary schools and the administrative hierarchy system for principals. Generally, a complete middle school at the prefecture level is a section chief, the principal and secretary are administrative, the primary school is a section chief, and the principal and secretary are section chief. Principals and secretaries of primary and secondary schools are appointed by the personnel departments at the municipal and county levels respectively.
The ongoing reform of the integrity unit will gradually abolish the administrative level of the school.
China's administrative levels are divided into five levels: national level, provincial and ministerial level, departmental level, county level and township level, and all levels are divided into deputies. The central ministries and commissions guess that the grade of socks is what we usually call "country, Ministry (province), department, department and branch". In addition to the national level, the other four levels are what we often call local three-level administrative divisions. The common stock level (share level) is a level between the deputy level and the clerk level. It is a conventional title and belongs to the local administrative level.
: de-administration
Sun, director of the Department of Political Science and Law of the Ministry of Education, said that in the future, principals should be professional, professional and de-administrative. Zhang Li, director of the National Education Development Research Center, said that the abolition of the actual administrative level of schools will be piloted soon. Sun said that a principal must always have an identity, not an official but a professional principal, and there must be corresponding selection methods to determine the identity and status of the principal, so that the principal can become an educator on the basis of the system.
Sun stressed that specialization is not administrative, and principals are elected not according to the standards of officials, but according to the standards of principals. For example, to be an educator, we should have our own unique ideas and methods in morality, talent, study and school management.
However, Sun said that there is no perfect system for selecting and appointing principals in China. Who can be the president of a university, middle school, primary school or vocational school? There is still no perfect system. Sun recalled that in the process of formulating the planning outline, experts also explored many methods, such as proposing the implementation of the staff system in schools and other selection methods. But this requires a systematic reform of personnel system, organization system and education system.
Zhang Li said, from the past experience, if the school has no administrative level requirements or management mode, the school will encounter many difficulties in society and operation, but "we will see the emergence of pilot projects in the near future".
