Chapter I General Provisions Article 1 In order to implement the nine-year compulsory education, promote the construction of socialist material civilization and spiritual civilization, and improve the quality of rural population in our city, these Regulations are formulated in accordance with the relevant provisions of the Compulsory Education Law of People's Republic of China (PRC) and the Regulations on Compulsory Education in Jilin Province, and in combination with the actual situation of rural areas in our city. Article 2 Compulsory education in rural areas as mentioned in these Regulations refers to the school education that rural school-age children and adolescents should enjoy and must be guaranteed by the state, society, schools and families. Article 3 These Regulations shall apply to compulsory education in counties (cities), districts, towns and rural areas of this Municipality. Article 4 Compulsory education in rural areas must adhere to the direction of serving local economic construction and training talents for the country, comprehensively implement the national education policy, and make students develop morally, intellectually and physically in an all-round way. Article 5 Compulsory education in rural areas shall be run at the county, township and village levels, and managed at the county and township levels.

Rural compulsory education should gradually popularize primary and secondary education on the basis of popularizing primary education according to the nine-year compulsory education plan of Jilin City.

Township (town) and village should actively develop preschool education. Article 6 The people's governments at all levels shall be responsible for the implementation of compulsory education in rural areas. People's governments at all levels must strive to create conditions to ensure the implementation of local compulsory education plans.

Education administrative departments at all levels are the competent departments of compulsory education within their respective administrative areas.

Township (town) and village respectively set up a leading group for compulsory education headed by the township (town) mayor and the village committee director, responsible for the implementation of local compulsory education.

Planning, finance, agriculture, forestry, land, personnel, labor, civil affairs and other departments should perform their duties in accordance with the relevant provisions of compulsory education laws and regulations, and actively cooperate with the education administrative departments to do a good job in compulsory education. Seventh school-age children and adolescents have the right to receive compulsory education.

The state, society, schools and families have the obligation to ensure that school-age children and adolescents receive compulsory education for a specified number of years according to law. Chapter II Students Article 8 Children shall receive compulsory education at the age of six to seven.

Parents or guardians must send school-age children and adolescents to school in accordance with regulations. Ninth school-age children and adolescents whose registered permanent residence is not in the local area shall return to their registered permanent residence and pay the school building construction fee according to the relevant regulations of the local government. Article 10 Children who lose their learning ability are exempted from school.

If it is really impossible to enter the school normally due to illness or special circumstances, the parents or other guardians may apply and may suspend the admission with the approval of the local education administrative department. The term of suspension of admission is one year, and those who have exceeded one year shall go through the examination and approval procedures again. Eleventh people's governments at or above the county level shall do a good job in compulsory education for blind, deaf, dumb and mentally retarded children and adolescents, and set up special education schools (classes) to ensure the admission of disabled children.

The school age for disabled children and adolescents can be appropriately relaxed. Twelfth students who receive compulsory education are free of tuition fees, and students with particularly difficult family finances can also reduce miscellaneous fees, and the township (town) people's government will give them appropriate schooling subsidies. Thirteenth students must complete the prescribed courses, and may not drop out of school without the approval of the local education administrative department. Article 14 It is forbidden for any unit or individual to recruit children and adolescents who should receive or are receiving compulsory education to drop out of school to work, do business or farm. Chapter III Teachers Article 15 Teachers should love the cause of education, reach the academic level stipulated by the state, be competent in their own work, constantly improve their ideological and moral, cultural and professional qualities, teach and educate people, and be a model for others.

Teachers must take good care of students, and it is forbidden to beat and scold, corporal punishment or corporal punishment in disguised form. Article 16 The whole society should respect and care for teachers and respect their work.

It is forbidden to insult, beat or violate the personal rights of teachers. Article 17 The appointment, assessment, transfer and dismissal of public teachers shall be examined and approved by the county-level education administrative department. More than 20 years of teaching experience, outstanding private teachers at the provincial and municipal levels, giving priority to becoming a full member. Article 22 Develop normal education, strengthen the construction of continuing education schools, and ensure the training and training of qualified teachers for compulsory education. Twenty-third primary school teachers should gradually achieve secondary normal education or obtain professional qualification certificates in any subject; Teachers in junior middle schools should gradually reach a teacher's college degree or above or obtain a professional qualification certificate in any subject.

Primary and secondary schools implement a five-year teacher qualification re-examination system. Unqualified public teachers meet the standards within a time limit, and unqualified private teachers are not employed. Teachers who pass the examination shall be awarded qualification certificates by the education administrative departments at or above the county level.
