The big stick swung at the school district? Shanghai's new education policy breaks the "lock zone curse"
(Reporter Li Kaixuan, Li Weilai) Shanghai's new education policy has almost swept through the circle of friends of parents. Recently, the Shanghai Municipal Education Commission announced a new implementation method for the high school enrollment reform, which will allocate places to schools and districts. In short, every junior high school student will have the opportunity to enter a high-quality high school.

According to industry analysis, according to Shanghai's new education policy, the districts with the largest number of senior high school entrance examinations have more places in key high schools, and more than half of the places in key high schools are evenly distributed in all districts and schools. In this case, Shanghai is equivalent to "spreading" the pie of high-quality educational resources to the whole city. In this way, "What else do you play in the school district?"

This new policy triggered a series of reactions. Experts in the industry believe that it promotes the balance of educational resources to a certain extent, and the high-priced school districts will lose their support and the heat will gradually decline. At the same time, whether similar policies will be implemented in cities such as Beijing has also been discussed a lot. When will "educational anxiety" end?

Shanghai's new education policy "a stone stirs up a thousand waves"

"Education" is a hot topic discussed every year. For parents, this topic ranges from what cram schools their children attend to whether to spend millions or even tens of millions on school districts, and there are other issues to be considered, such as exam results and academic competitions.

In many cities such as Beishangguangshen and Shenzhen, school qualifications are closely linked to school districts. On March 16, the Shanghai Municipal Education Commission promulgated the "Implementation Measures for the Enrollment Reform of Ordinary Senior High Schools in Shanghai", which broke the connection between school qualifications and school districts. For the allocation of places, the document shows that there are two categories: the allocation of places to district enrollment and the allocation of places to schools enrollment, accounting for 50%-65% of the total enrollment plan of experimental demonstration high schools in the city.

The document specifies the specific requirements for quota allocation: First, the enrollment plan of the experimental demonstration high school of the municipal government accounts for 65% of the total enrollment plan. In principle, it is allocated to all districts according to the proportion of the number of applicants in the city in that year. At least 20% of the plans allocated to each district should be allocated to junior high schools with unbalanced randomly selected students.

Two, the district experimental demonstration high school enrollment plan accounts for 50%-65% of the total enrollment plan. Among them, the enrollment plan assigned to the district accounts for about 30% of the school enrollment plan, and the enrollment plan assigned to the school accounts for about 70% of the school enrollment plan.

In addition, the document pointed out that the experimental demonstration high school places in each district were allocated to the school enrollment plan. In principle, it is allocated according to the proportion of the number of junior high school students who do not choose the students in this district to the total number of students enrolled in this district, and it is allocated to each junior high school who does not choose the students in this district to achieve full coverage of quota allocation.

Sending places to schools and districts is the most important reform point of Shanghai's new education policy. In response to this reform, Zhou Bin, a professor at East China Normal University, said that during the reform, most of the enrollment places of experimental demonstration high schools in the city were directly allocated to junior high schools with no choice of students, which means that graduates of various junior high schools will have the opportunity to enter high-quality high schools. For parents of students, this is a great benefit, which helps to strengthen the confidence of choosing a school near your home and reduce the anxiety of choosing a school.

Will ultra-high-priced school districts become "history"?

For Shanghai, the gradual fairness of education will directly affect the school district housing, and the ultra-high-priced school district housing will lose its support in this context. According to a report released by a research institute, the school districts in Shanghai Dasanlin Plate, Zhangjiang Plate and Huangpu District are hot. Among them, the Qiantan plate in the Dashanlin plate is a new plate with more speculation in Shanghai school district in 2020.

The data shows that since the second quarter of 2020, the housing prices in the above three regions have increased significantly, and the phenomenon of school district housing speculation, hard to find a room, driving up housing prices and unstable expectations has begun to appear. According to the data monitored by Ke Rui database, the average transaction price of new commercial housing in Shanghai in 2020 was 55,994 yuan/square meter, up 2.5% year-on-year.

However, taking the Dasanlin plate as an example, the average transaction price of new commercial housing in 2020 was 99,359 yuan/square meter, up 17.7% year-on-year, much higher than the city average. The heat of the school district is evident.

The reason why school district houses can sell at a super high price is closely related to their educational resources. In a large part of the region, the school district represents the student status, and then represents which primary and secondary schools children can attend and which high schools they are eligible to attend. Shanghai's new education policy breaks this logic, and every junior high school student has the opportunity to enter a high-quality high school.

If we must say whose "cheese" Shanghai's new education policy has moved, then the school district must be among them. "Through this reform, the opportunities of all kinds of junior high schools will be more balanced, which will also make the enrollment of primary schools and junior high schools in all districts more balanced. Under the reform direction of balanced distribution of educational resources, overheated primary and junior high school districts will cool down, which will really help promote the stable and healthy development of Shanghai's real estate market. " Yan Yuejin, research director of a research institute think tank center, thinks so.

"Educational anxiety" is no longer?

After the Shanghai Municipal Education Commission issued the new education policy, its related contents were immediately searched in Weibo. Some netizens left a message under the article: "Are there other cities in Beijing that will follow up?" Industry insiders speculate that this is not a signal of reform. Like Shanghai, education in Beijing is always at the forefront.

Because of the connection between school qualifications and student status, buying a house and getting a student status has become the first choice of many parents. How expensive is the school district in Beijing? In 20 19, the transaction price of an almost completely uninhabitable storage room in Desheng district of Xicheng reached 3.6 million yuan, but its area was only 12 square meter.

The same area, a set of 50 square meters of "old broken small" can be sold for about 8 million yuan, with an average price of10.6 million yuan/square meter. However, according to the data released by Zhongyuan Viewpoint, the average transaction price of new commercial housing in Chaoyang District last week (March 8-March 14) was 79,945 yuan/square meter, but it was only half of the average price of the school district in Desheng District of Xicheng.

However, because Xicheng District has concentrated almost the top educational resources in Beijing, its housing prices have been "rising", while other areas are "far behind". It is worth noting that at the end of April 2020, Beijing issued relevant documents. School-age children who have bought houses in Xicheng District and obtained property ownership certificates will no longer enroll in primary schools, and all of them will enroll in school districts or adjacent school districts by multi-school dicing.

"It can be seen that multi-school dicing actually has little impact. Because good resources are still concentrated in Xicheng District, even if you don't get your favorite school, because you are still in this district, the final school will certainly not be too bad. For the school districts in Beijing, the greatest value is the lock zone. " Zhang Lei (a pseudonym), a parent of Chaoyang, explained the operation logic of the Beijing School District to the reporter of China Times.

Zhang Lei said: "Only a few students have the opportunity to enter high-quality high schools in Xicheng, Haidian and other areas, just like Chaoyang and Fengtai. The remaining students can only apply for high schools in their own areas, usually where they are enrolled. If Beijing opens the lock zone and excellent high schools can face the whole of Beijing, then many so-called' school districts' will be broken. "

Whether the education reform in Shanghai will be gradually transferred to other cities is still unknown. However, it can be seen that Shanghai's new education policy has alleviated parents' "educational anxiety" to some extent. Some parents leave messages under the news of social platforms. After high school places are allocated to schools, parents can choose to let their children go to school nearby without running around on the way to school. At the same time, the anxiety of children who have not been admitted to high-quality high schools and junior high schools will also be alleviated.
