According to official website of Jiangsu University, Jiangsu Open University provides continuing education for all social learners with and without academic qualifications, relying on the Internet and adopting the O2O education mode with online learning as the mainstay and offline learning as the supplement. An institution of higher learning approved by the Ministry of Education and sponsored by the People's Government of Jiangsu Province, which has the right to run an undergraduate course and grant a bachelor's degree.

The school's predecessor was Jiangsu Radio and TV University 1979. In 2006, the school card of "Jiangsu City Vocational College" was added, and it was officially renamed as Jiangsu Open University on 20 12.
