Establishing second professional education

65438-0996 Approved by the State Education Commission, the school took the lead in piloting undergraduate education among provincial public security colleges. In 2000, based on a comprehensive analysis of the national personnel, education and financial policies, the school adjusted its orientation in time and suspended undergraduate education on its own initiative in view of the shortcomings of the current school-running model of public security colleges. In August 2002, with the approval of the Ministry of Education and the consent of the personnel department, the school carried out the second specialized education on a pilot basis, recruited full-time college graduates with higher vocational education and above, and implemented the "forward" civil service recruitment examination, which was carried out simultaneously with the college entrance examination. Students receive a one-and-a-half-year public security education after entering school, and after graduation, they will be awarded the second professional diploma of full-time general higher education uniformly distributed by the municipal bureau. Since 2003, the school has enrolled more than 4,500 second-year students in six sessions, and 3,700 students have graduated in four sessions, with a graduation rate of 100%. The second college degree has become the main channel for Shanghai public security organs to record police.

The second college education implements the "order-based" training mode of "recruitment by post, training by post and use by post". First, enrollment adheres to the "three standards." In order to adapt to the recruitment policy of civil servants, the school enrollment adheres to the starting point admission standard for junior college students, the recruitment standard for civil servants and the recruitment standard for the people's police. Students must pass the college entrance examination organized by the Municipal Education Commission, the civil service recruitment examination organized by the Municipal Personnel Bureau and the police recruitment examination organized by the Municipal Public Security Bureau. The second is to cultivate "three correspondences". Before enrolling students every year, the Municipal Public Security Bureau determines the positions and numbers of enrollment according to the police force establishment of each district and county, and reports them to the Municipal Personnel Bureau and the Municipal Education Commission for approval respectively. Students determine their jobs when they enter school, and the school implements special training according to the police post positioning, so that the trained students can meet the standards of applied talents in the future. The third is to strengthen the "three supports" in professional construction. That is, curriculum system support, "double-qualified" team support and practice base support. The school strengthens the curriculum system construction of post core competence; Adhere to the instructor system, strengthen the training of "one specialty and many abilities", and strive to build a "double-qualified" public security teacher team; Strengthen the construction of practice base, pay attention to students' practice, and the off-campus practice time reaches half a year, accounting for more than one-third of the total class hours. Fourth, the teaching reform has implemented "three changes". Aiming at the most commonly used, basic, important and practical business knowledge and skills in police activities, the school has carried out the teaching reform of post core competence, realizing the teaching from "subject-based" to "competence-based", from "classroom-centered" to "scene-centered" and from "understanding" to "meeting", which makes the teaching more in line with the needs of future job employment and actual combat. Fifth, cultivate one's morality and consolidate the "three basics". The school insists on political police building and strict police management. While strengthening the cultivation of students' professional ability, we should pay attention to the professional quality education of the people's police with "loyalty as the soul, discipline as the key link and service as the foundation", strengthen the overall design, organization and implementation of ideological and political education, and strive to cultivate loyal guards who are assured by the party and the people. Sixth, students must have "three qualifications" to be qualified. Students must obtain the qualifications of civil servants, two colleges and universities and the people's police before graduation.

Schools carry out classified, hierarchical and graded police rank promotion training to improve the comprehensive quality and practical skills of police. First, the reform of the police rank promotion training system was implemented. Every time a policeman is promoted to a police rank, he must attend intensive training. Before training, you must pass the physical fitness test organized by the municipal bureau, and then train after reaching the standard. The school introduces competitive incentive mechanism in training, implements the survival of the fittest and the adjustment of the last position, and constantly improves the professional ability of the police. Since the reform, the general basic skills and physical quality of the police have been significantly improved, and the problem of "saying no to run and not to fight" has basically been solved. On this basis, the school has fully implemented classified, stratified and graded police training, which greatly improved the pertinence and effectiveness of the training, and the number of professional post training courses has increased from the original 4 to 57 now. Carry out the qualification examination and job training for leading cadres, and implement the principle of "taking the exam first and then mentioning it, taking the exam every time, and taking the exam when taking up the post". It is stipulated that cadres and police officers who intend to compete for division-level and department-level positions must pass the qualification examination and obtain the qualification before they can participate in the competition. After the successful competition, the first thing to do is to take part in the job training, and only those who are qualified can formally assume the leadership positions, thus forming a long-term mechanism for training leading cadres.

Create a new education and training mechanism of "rotation training"

In 2000, the school started the mechanism of "rotation training and actual combat training", organized police to attend closed training in the school training base in batches, and participated in tasks such as standby duty, handling emergencies and public security rectification as a mobile unit of the municipal bureau. Up to now, 8 1 training sessions have been held for more than 6200 people. The operation mode of "rotation training" is that two campuses send a group of students every four weeks, with 200 students in each group for eight weeks, and always maintain the rotation training scale of 400 students. The establishment of the mechanism of "rotation training and actual combat training" has not only realized the requirement of the Ministry of Public Security that "grass-roots frontline police must be trained in actual combat", but also improved the actual combat ability of police; It also optimizes the allocation of police resources, innovates the public security education and training mode, and implements the requirement of "no increase or improvement of police force"; At the same time, it also improved the ability of Shanghai public security organs to respond quickly and deal with emergencies, which was fully affirmed by the Ministry of Public Security and promoted throughout the country. The "rotation training" team has successively completed a series of major security tasks, such as APEC meeting, F/KLOC-0 activities, Shanghai Cooperation Organization Summit and Special Olympics, which has played a positive role in building a "safe Shanghai".
