Measures of Wuhan Municipality on the Administration of Preschool Education
Chapter I General Provisions Article 1 In order to strengthen the management of preschool education, promote the healthy development of preschool education and ensure the healthy growth of preschool children, these measures are formulated in accordance with the Education Law of the People's Republic of China, the Law of People's Republic of China (PRC) Municipality on the Promotion of Private Education and other laws and regulations, and in combination with the actual situation of this Municipality. Article 2 These Measures shall apply to the implementation and management of preschool education within the administrative area of this Municipality.

The term "preschool education" as mentioned in these Measures refers to the care and education of preschool children (hereinafter referred to as preschool children) over 3 years old and under 6 years old.

The term "preschool education institutions" as mentioned in these Measures refers to kindergartens and other institutions that provide care and education for preschool children, including public preschool education institutions and private preschool education institutions. Article 3 The development of pre-school education should adhere to public welfare and inclusiveness, and implement a school-running system of government-led, social participation and public-run and private-run development.

Preschool education, based on the principle of combining conservation with education, provides preschool children with physical, intellectual, moral and aesthetic education to promote their physical and mental health and all-round development. Article 4 The Municipal People's Government shall incorporate preschool education into the national economic and social development plan, strengthen the leadership and management of preschool education, incorporate preschool education into the annual performance appraisal of the government, establish a joint meeting system for preschool education, and regularly study, coordinate and solve major problems in the development of preschool education.

The District People's Government (including Wuhan East Lake New Technology Development Zone, Wuhan Economic and Technological Development Zone, East Lake Eco-tourism Scenic Area, Wuhan Chemical Industry Zone Management Committee, the same below) is the main body responsible for the development of preschool education, and should formulate and organize the implementation of preschool education development plans according to the social and economic development and population distribution in the region, so as to promote the balanced development of preschool education. Article 5 The municipal education administrative department is the competent department of preschool education in this Municipality, and is responsible for the overall planning, supervision and management of preschool education. The district education administrative department shall be specifically responsible for the preschool education in this area, and supervise and manage the preschool education institutions in this area.

Development and reform, civil affairs, industry and commerce, finance, price, establishment, urban and rural construction, land planning, health and family planning, human resources and social security, public security, food and drug supervision and other departments shall do a good job in preschool education within their respective functions and duties.

Neighborhood offices and Township People's governments shall, within the scope of their duties, do a good job in preschool education in their respective areas. Article 6 The municipal and district people's governments and their relevant departments shall reward the units and individuals that have made outstanding contributions to preschool education. Chapter II Establishment and Alteration Article 7 The district education administrative department shall, in combination with the city's preschool education development plan and according to the number and distribution of preschool children in the region, make overall plans for the layout of preschool education institutions in the region. Article 8 If the residential building area of a newly-built residential area reaches 6,543.8+0.5 million square meters or the number of households reaches 6,543.8+0.5 million or more, pre-school education facilities shall be built, which shall be carried out simultaneously with the construction of residential areas.

When supplying residential land, the land planning department should specify the planning control requirements for supporting the construction of pre-school education facilities in the planning conditions for residential areas that have reached the scale of supporting the construction of pre-school education facilities. At the same time, in the announcement documents of land bidding, auction or listing, it is clear that the land price of pre-school education land should be deducted when calculating the land price.

Supporting pre-school education facilities shall be built by the development and construction unit (land bidder), and shall be planned, designed, constructed, completed and accepted simultaneously with residential construction projects, and delivered simultaneously. Site selection and construction standards shall meet the requirements of relevant national construction codes. After completion, the land and property rights will be transferred to the local education administrative department free of charge and directly registered under the name of the district education administrative department. Ninth streets, towns and villages should build at least 1 independent public preschool education institutions. In rural areas with relatively scattered population, preschool education institutions should be set up appropriately according to conditions.

District education administrative departments should scientifically integrate existing educational resources, make full use of idle primary and secondary school buildings and transform them into pre-school education facilities. Tenth pre-school education institutions shall conform to the layout planning of pre-school education institutions in this area, and meet the following conditions:

(1) Having an organizational structure and articles of association;

(2) Having a fixed place and supporting facilities that meet the prescribed standards;

(3) Having the necessary funds for running a school and a stable source of funds;

(four) there are protection and education personnel who meet the requirements of the state. Eleventh the establishment of public pre-school education institutions, approved by the organization department as a public institution, shall be registered as a legal person according to law. The establishment of private preschool education institutions shall be approved by the administrative department of education, and the legal person registration of private non-enterprise units shall be handled according to law.

Without approval, no unit or individual may establish pre-school education institutions. Twelfth pre-school education institutions division, merger or change of registered items, should go through the formalities of change to the original examination and approval and registration authority. If the school is terminated, the financial liquidation shall be carried out according to law, the children in the park shall be properly placed, and the cancellation of registration shall be handled at the original examination and approval registration authority. Chapter III Conservation and Education Article 13 Parents or other guardians of preschool children may apply for admission to preschool education institutions for conservation and education.

Pre-school children entering pre-school education institutions follow the principle of "district-level overall planning, relative proximity and free admission", which is solved by the local education administrative department.
