According to Article 49 of the Emergency Response Law of People's Republic of China (PRC), "After a natural disaster, accident disaster or public health incident occurs, the people's government performing unified leadership duties may take one or more of the following emergency measures: (2) quickly control the hazard sources, delimit dangerous areas, block dangerous places, delimit warning areas, and implement traffic control and other control measures;" According to the regulations, traffic control measures can also be taken after accidents, disasters or public health incidents.
According to Article 42 of the Law on the Prevention and Control of Infectious Diseases in People's Republic of China (PRC), when an infectious disease breaks out, the local people's government at or above the county level may take five emergency measures, such as restricting or stopping fairs, theater performances or other crowd gathering activities, and closing places that may cause the spread of infectious diseases, and may carry out health quarantine on people, materials and means of transportation entering and leaving the epidemic area.
