The administrative treatment of the people's governments at all levels shall be decided by the people's governments at higher levels and the administrative supervision organs; The administrative treatment of relevant government departments and ordinary primary and secondary schools shall be decided by the people's government at the corresponding level, the administrative supervision organ or the competent department at a higher level.

The administrative handling of the person responsible for illegal school running shall be decided by the unit where the person responsible belongs or the appointment and removal organ; The punishment of the person responsible for running a school in violation of regulations shall be decided by the appointment and removal organ or the administrative supervision organ. The competent department at a higher level has the right to put forward suggestions on administrative treatment or punishment of those responsible for running schools illegally.
