1. Enrollment Area
Public compulsory education schools (hereinafter referred to as "public schools") shall enroll students in strict accordance with the school district, and the enrollment area shall not be changed without approval. Private compulsory education schools (hereinafter referred to as "private schools") enroll students within the scope of examination and approval (hereinafter referred to as the place of examination and approval): with the approval of the education administrative department of each county (city, district), they enroll students within the county (city, district); Approved by the municipal education administrative department and in charge of the county (city) education administrative department, enrolling students in the county (city) where the school is located; Approved by the municipal education administrative department, the district education administrative department is responsible for enrolling students in the urban area (Jiaojiang District, huangyan district, luqiao district, Taizhou Bay New District, the same below); The municipal education administrative department is responsible for the examination and approval, and enrolls students within the city (see the end of the article for the specific list). Private schools in the examination and approval of insufficient recruitment, with the consent of the county (city, district) education administrative department reported to the Municipal Education Bureau, can start the recruitment process for the whole city. No private school may enroll students across cities without authorization.
2. Enrollment objectives
The specific rules for the admission of school-age children and adolescents shall be implemented in accordance with the admission rules formulated by local education administrative departments. The enrollment targets of private schools in Taizhou Bay New Area include school-age children and adolescents in Jiaojiang District and luqiao district City. Private schools approved by Jiaojiang District and luqiao district include school-age children and adolescents in Taizhou Bay New District, which originally belonged to Jiaojiang District and luqiao district. The enrollment targets of private schools are school-age children and adolescents who meet the enrollment conditions of public schools for compulsory education in approved places (hereinafter referred to as "eligible"). The specific requirements are as follows:
(1) household registration. Refers to school-age children and adolescents whose household registration has been approved by private schools;
(2) student status. Refers to school-age children and adolescents whose primary school status has been approved by private schools (only registered in the seventh grade);
(3) real estate. Refers to school-age children and adolescents whose parents or guardians' property has been approved by private schools;
(4) business workers. Refers to school-age children and adolescents whose parents or guardians are engaged in business and work in places approved by private schools and meet the requirements of local social security payment period. Among them, Taizhou household registration school-age children and adolescents fill in private schools across counties and cities, and their parents or guardians are required to pay social security full 1 year (as of August 3 of that year1), and non-Taizhou household registration school-age children and adolescents are enrolled according to the local points implementation method.
3. Private schools entrusted by local governments and undertaking part of the school district enrollment plan shall define the school district scope, enroll students according to the relevant policies of public schools, and shall not choose schools to enroll students; Non-school enrollment is implemented in accordance with the enrollment rules of private schools. Private schools or investors have previously reached an agreement with local government departments or functional area management committees, stipulating that private schools are responsible for undertaking students, and relevant students are admitted according to the agreement, and students are not allowed to choose.

Strictly implement the enrollment plan
All localities should, according to the approved scale of running schools, issue the annual enrollment plans of public schools and private schools, and publish them in the form of documents. The Municipal Education Bureau shall be responsible for the examination and approval, and the enrollment plan shall be prepared by the Municipal Education Bureau, and then submitted to the county (city, district) Education Bureau and Taizhou Bay New District Social Development Bureau; If the Municipal Education Bureau is responsible for the examination and approval and the District Education Bureau is responsible for the examination and approval, the Municipal Education Bureau shall, according to the scale of running a school determined at the time of examination and approval, prepare a cross-regional enrollment plan and issue it to the Three District Education Bureau and the Taizhou Bay New District Social Development Bureau. All localities should incorporate the enrollment plan issued by the Municipal Education Bureau into the local annual enrollment plan and publish it. Schools must implement enrollment in strict accordance with the approved enrollment plan, and may not arbitrarily break through the enrollment plan or expand the class size. Classes in primary schools and junior high schools shall not exceed 45 and 50 students respectively.

Admission to the nearest school is strictly exempt from examination.
Schools are not allowed to select students in the name of interview and evaluation, and it is strictly forbidden to use various examinations, competitions, training results or certificates as the basis for enrollment. Schools shall not organize enrollment in advance, and shall not compete for students through any form of pre-identification or appointment. The administrative department of education and public schools shall not set any restrictions on eligible school-age children and adolescents who declare to attend private schools; Private schools shall not set any restrictions, refuse or refuse to recruit eligible school-age children and adolescents in disguised form. Professional schools of sports and art (the schools with sports and art characteristics announced around the country are different from professional schools of sports and art) can recruit students according to the current way, and can evaluate the art or sports technology, but they may not organize cultural subject examinations, and their enrollment plans shall be reported to the administrative departments of education, culture or sports for approval before implementation.

Strictly implement balanced class arrangement.
All local schools should standardize the implementation of students' random and balanced classes and allocate teachers reasonably and evenly. It is strictly forbidden to set up key classes, fast-slow classes and experimental classes in any name, and it is not allowed to recruit students in the name of "international department", "international courses" and "overseas classes". The school shall not dissuade the students who have been admitted or dissuade them in disguised form, and shall not expand the class or increase the class number in the middle of school.

Strict student status management.
After the enrollment work is completed, the student status will be generated according to the relevant regulations on student status management. The list of registered students must be consistent with the published admission list and may not be replaced in disguise. Local education administrative departments should verify the registration information within the specified time, and inform parents to make corrections if the verification fails.

Public and private schools of compulsory education in this Municipality shall, within the specified time, organize the implementation of phased enrollment by the local education administrative department in accordance with the principle of combining simultaneous enrollment with batch enrollment.
1. Public schools should strictly implement the sunshine enrollment policy for compulsory education and follow the principle of "exemption from exams, proximity and scribing" to enroll eligible school-age children and adolescents.
2 private schools should carry out enrollment work in strict accordance with the requirements of the Provincial Department of Education. If the number of qualified applicants does not exceed the number of enrollment plans, all applicants will be admitted; If the number of eligible applicants exceeds the number of enrollment plans, all applicants will participate in the computer lottery and complete the enrollment of all enrollment plans at one time. Private schools will continue to shake out a certain proportion of the replacement list after shaking out the admission list, and the specific number will be determined by local schools according to the actual situation. School-age children and adolescents who voluntarily give up their admission opportunities are enrolled (in principle, they are not allowed to give up), and the degree vacancies are filled from top to bottom by means of a supplementary list (the supplementary admission of private schools enrolled in urban areas or the whole city is limited to counties (cities, districts) that allocate places. The examination and approval of recruitment is still insufficient, the competent administrative department of education can be reported to the Municipal Education Bureau for approval, and then cross-county (city, district) recruitment. The recruitment targets are school-age children and adolescents who meet the requirements and have not been admitted to other public or private schools. Cross-county (city, district) recruitment should be controlled within 20% of the enrollment plan of the school in the current year.
Pupils in nine-year compulsory schools can go directly to junior high school. If the number of direct students is less than the number of junior high school enrollment plans, all students will be admitted at one time; If the number of direct students is more than the junior high school enrollment plan or the junior high school enrollment plan is more than the number of direct students in primary schools, recruitment shall be conducted according to the enrollment rules of public and private schools. The promotion of junior high school students should be completed before junior high school enrollment in private schools.
6. The computer lottery admission work shall be uniformly implemented by the local education administrative departments, and the admission process shall be supervised and notarized by the discipline inspection and supervision organs and notary agencies. Full implementation of digital enrollment, release of enrollment information of public private schools, registration of enrollment information of school-age children and adolescents, and the whole process of registration, examination, admission and publication of results should be carried out in the local unified enrollment management system.

Take effective measures to steadily improve the weak links of compulsory education, vigorously strengthen the work of "compulsory education in internet plus", further narrow the gap between urban and rural areas and between schools, improve the level and quality of standardized construction of compulsory education as a whole, and strive to promote the high-quality and balanced development of regional compulsory education.

All localities should determine the enrollment plan of public schools according to the relevant provisions of school size control and class size control, and timely release the red warning information of registered students in public schools. For public schools where the enrollment degree of registered students is bursting, we should adhere to the principles of openness, fairness and relative convenience, unify the operating rules, make overall arrangements, and smoothly and orderly implement the adjustment of enrollment diversion of registered students.
