Chapter I General Provisions Article 1 In order to ensure the implementation of the Compulsory Education Law of People's Republic of China (PRC) in this province, these measures are formulated in light of the actual situation of this province. Article 2 Nine-year compulsory education shall be implemented in this province according to law. Compulsory education is a public welfare undertaking that must be guaranteed by the state, and the people's governments at or above the county level should establish a mechanism to guarantee the funds for compulsory education to ensure the implementation of the compulsory education system.

The implementation of compulsory education, free of tuition fees, miscellaneous fees, textbook fees, and in accordance with the provisions of the state and the province, free or reduce other fees.

The people's governments of cities, counties (districts) and autonomous counties may make provisions on the reduction or exemption of compulsory education fees within their respective administrative areas. Article 3 Compulsory education must implement the national education policy, comprehensively implement quality education, improve the quality of education, and promote the all-round development of school-age children and adolescents in morality, intelligence, physique and aesthetics.

The people's governments at or above the county level shall incorporate compulsory education into the national economic and social development plan, rationally allocate educational resources, support the implementation of compulsory education in rural areas and ethnic minority areas, promote the balanced development of compulsory education between urban and rural areas, between regions and between schools, and ensure that children and adolescents receive compulsory education on an equal footing. Article 4 Compulsory education shall be under the overall planning of the provincial people's government, and the management system shall be dominated by the people's governments of cities, counties (districts) and autonomous counties.

The education administrative department of the people's government at or above the county level shall be responsible for the implementation of compulsory education under the leadership of the people's government at the corresponding level.

The relevant departments of finance, development and reform, construction, land, personnel, social insurance, public security, price, culture, health, justice, civil affairs, industry and commerce of the people's governments at or above the county level shall do a good job in the implementation of compulsory education within their respective functions and duties.

Township people's governments and sub-district offices shall support the construction of schools, organize and urge school-age children and adolescents to enter schools in conjunction with the administrative departments of education, and maintain campus order and surrounding safety.

Residents' committees and villagers' committees shall assist the government in implementing compulsory education. Fifth people's governments at or above the county level shall establish a supervision and evaluation system for the education work of the people's governments at the corresponding level and the relevant departments of the people's governments at lower levels, and strengthen the supervision, inspection, evaluation and guidance on the implementation of compulsory education.

The educational supervision institutions of the people's governments at or above the county level shall supervise and evaluate the implementation of laws and regulations, the quality of education and teaching, the balanced development of compulsory education, etc., and the supervision and evaluation report shall be announced to the public and serve as an important part of the assessment of the education work of the relevant departments of the people's government at the same level and the people's governments at lower levels. Article 6 People's governments at or above the county level and their relevant departments shall commend and reward schools, educators, other social organizations and individuals that have made outstanding contributions to compulsory education. Chapter II School Management Article 7 All children who have reached the age of six shall be sent to school by their parents or other legal guardians to receive and complete compulsory education.

School-age children and adolescents shall go through the admission formalities with their parents or other legal guardians at the schools determined by the education administrative departments of the cities, counties (districts) and autonomous counties where their household registration is located.

School-age children and adolescents who live with their parents or other legal guardians in non-registered places shall go through the admission formalities at the school determined by the education administrative department of the city, county (district) or autonomous county where they live with their household registration, residence and employment certificate.

School-age children, street children and orphans among minors shall be sent to school by the rescue and adoption agency before their guardians are found or determined.

Schools are prohibited from charging school selection fees or other fees linked to admission in any name or manner. Article 8 The education administrative departments of the people's governments of cities, counties (districts) and autonomous counties shall reasonably determine the service areas and enrollment numbers of compulsory education schools within their respective administrative areas according to the distribution of school-age children and adolescents and the layout of schools, and announce them to the public.

Schools shall not refuse to accept eligible school-age children and adolescents in the service area. Because it exceeds the scale of running a school, the school shall promptly report to the education administrative department of the people's government of the city or county (district) or autonomous county, and the education administrative department of the people's government of the city or county (district) or autonomous county shall make overall arrangements for running a school. Article 9 School-age children and adolescents are exempted from entrance examination. Education administrative departments and schools shall not take or take examinations, tests, interviews and other forms to select students, and shall not take all kinds of competition results and certificates as the basis for admission, arrangement of classes and further studies. Tenth people's governments at or above the county level shall take measures to ensure that the left-behind children of rural and urban floating population receive compulsory education nearby. Article 11 If the village (neighborhood) committees and schools find that school-age children and adolescents have not enrolled in school or have dropped out of school, they shall report to the township people's government and sub-district offices in a timely manner, and assist the government in urging school-age children and adolescents to enroll or resume their studies. Township people's governments and sub-district offices shall, jointly with the education administrative departments of the people's governments at the county level and schools, take measures to jointly do a good job in the enrollment or resumption of school-age children and adolescents.

Parents or other guardians shall cooperate with the school to strengthen the education and management of school-age children and adolescents, and shall not make the students receiving compulsory education among the guardians drop out of school.
