Chapter I General Provisions
Article 1 In order to cultivate and practice the socialist core values, promote the cultivation of civilized behavior, and improve the civilized quality of citizens and the level of social civilization, these Regulations are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality.
Article 2 These Regulations shall apply to the promotion of civilized behavior and related work within the administrative area of this Municipality.
Article 3 The term "civilized behavior" as mentioned in these Regulations refers to the behavior of observing the provisions of the Constitution, laws and regulations, practicing socialist core values, meeting the moral requirements of citizens in the new era, maintaining public order and good customs, leading social customs and promoting social civilization and progress.
Article 4 The promotion of civilized behavior should adhere to the principles of people-oriented, overall promotion, equal emphasis on rewards and punishments, and emphasis on cultivation, and build a working mechanism of party committee leadership, government leadership, social co-construction and participation of the whole people.
Fifth city and county spiritual civilization construction steering committee to promote the civilized behavior within their respective administrative areas.
City and county spiritual civilization construction steering committee office is specifically responsible for the planning, publicity, guidance, coordination, supervision and inspection of the promotion of civilized behavior within their respective administrative areas.
Article 6 The municipal and county people's governments shall regard the promotion of civilized behavior as an important part of spiritual civilization construction, and formulate relevant measures to promote the promotion of civilized behavior.
The relevant departments of the municipal and county people's governments shall, in accordance with their respective responsibilities, do a good job in the propaganda of civilized behavior.
Township people's governments and sub-district offices shall, in accordance with their duties and the provisions of these regulations, do a good job in promoting civilized behavior within their respective jurisdictions.
Residents' committees and villagers' committees shall assist in advocating civilized behavior.
Seventh state organs, enterprises and institutions, social organizations, other organizations and individuals should actively participate in the propaganda of civilized behavior.
State officials and public figures should play an exemplary role in promoting civilized behavior.

Article 8 Citizens shall maintain public order and observe the following provisions:
Speak politely and be polite to others;
In parks, squares, restaurants and other crowded places and when taking public transport, do not bare your chest and back, do not take off your shoes and dry your feet;
Don't lie down in public seats or place personal belongings to hinder others;
Take the elevator first and then get on the bus, and stand on the right by the escalator in order;
Queue up in turn when waiting for service, without crowding, cutting in line or crossing the sign line;
Don't talk loudly and answer the phone in hospitals, libraries, museums, theaters and other public places;
Cover your mouth and nose when coughing or sneezing, and patients with respiratory infectious diseases consciously wear masks when going out;
Flogging, spinning, shaking diabolo and other fitness and entertainment activities in public places will not endanger the personal and property safety of others;
Other circumstances stipulated by laws and regulations.
Article 9 Citizens shall take good care of public environmental sanitation and observe the following provisions:
Don't smoke in public places, indoor areas of workplaces, public elevators and urban public transport; Don't smoke when minors and pregnant women are present in non-smoking places;
Civilized toilets do not occupy special sanitary facilities for the disabled;
Carry out activities such as hiking, camping, fishing and watching performances in the wild, and clean up the waste by yourself;
Consciously reduce the generation of domestic garbage and put it in categories according to regulations;
Other circumstances stipulated by laws and regulations.
Article 10 Citizens should travel in a civilized manner and observe the following provisions:
Pedestrians do not browse or operate hand-held electronic devices when crossing intersections and roads;
Do not use skateboards, roller skates and other sliding tools on the road, and take non-means of transportation such as flat cars and balance cars;
Drivers and passengers of electric bicycles wear safety helmets;
Non-motor vehicles are not allowed to set up awnings;
Drive a vehicle through a section with water and dust, slow down and go slowly to prevent splashing on others;
When driving a vehicle through a crosswalk, let pedestrians pass safely and quickly;
When the vehicle is not equipped with charging facilities, it shall not be parked in the special parking space for charging;
Do not park vehicles in public roads for free for more than three days;
Other circumstances stipulated by laws and regulations.
Eleventh citizens should abide by the following provisions and promote the construction of civilized villages and towns and civilized communities:
Do not raise poultry and livestock in violation of regulations;
Shall not illegally occupy riverbanks, roads or other public spaces for planting and breeding;
Civilized and thrifty handling of weddings, funerals and celebrations, not asking for high-priced bride price, resisting extravagance and waste, vulgar wedding customs, thick burial and thin;
Other circumstances stipulated by laws and regulations.
Twelfth city dog shall comply with the following provisions:
Do not raise dogs that are included in the list of banned dogs in the property management area, and do not abuse or abandon dogs;
Take the dog out of the house by a person with full capacity for civil conduct, and use a leash not exceeding 1.5 meters;
Dogs are not allowed to enter schools, hospitals, museums, shopping malls, restaurants and other public places or take public transport, except for special dogs such as guide dogs and support dogs;
Take the dog to take the elevator or go up and down the stairs to avoid others;
The dog owner immediately cleans up the feces excreted by the dog in the public area.
Article 13 Market operators shall operate in good faith, clearly mark prices, and shall not make false propaganda, sell fake and shoddy products, deceive and mislead consumers, use loudspeakers to publicize commodities, or interfere with public order.
Article 14 Citizens should surf the Internet in a civilized way, express rationally, actively spread positive energy, consciously safeguard network security and order, resist network rumors and bad information, and may not spread others' privacy, and may not use the Internet to engage in activities that infringe others' reputation rights.
Fifteenth catering service providers should set up frugal consumption signs to remind consumers to order in moderation, and take the initiative to provide public chopsticks and spoons and packaged goods. Citizens should order food rationally, eat civilized, don't drink too much, and don't waste it.
Sixteenth family members should support each other, respect the old and love the young. Elders should set an example, inherit a good family style, and educate and guide minors to abide by civilized behavior norms.
Neighborhood should live in harmony, respect each other's cultural customs and not interfere in the normal life of others.
Residents and villagers should care for empty nesters, left-behind children and minor children of migrant workers, and take the initiative to participate in public welfare activities such as community and village beautification and cleaning.
Seventeenth square dance, singing and other activities in public places, should control the volume, and shall not interfere with the normal life, work and study of others. From 2 1 hour to 6: 00 the next day in summer, and from 2 1 hour to 7: 00 the next day in winter, the above-mentioned cultural and sports activities that produce noise are prohibited.

Encourage citizens to call the emergency number for those who need to call the police and give first aid, and provide necessary help.

Chapter III Promotion and Guarantee
Article 23 State organs, enterprises, institutions, residents' committees, villagers' committees and other organizations shall set up publicity columns for civilized behaviors in their offices, business premises or service areas, actively publicize advanced models of civilized behaviors, disseminate civilized behaviors and supervise uncivilized behaviors.
The management units of newspapers, radio, television, online media, mobile media and outdoor advertising facilities shall publish and broadcast public service advertisements, praise and publicize civilized behaviors, and expose and criticize uncivilized behaviors.
Twenty-fourth education administrative departments and educational institutions should incorporate civilized behavior education into education and teaching content, guide and encourage civilized behavior, and cultivate students' good behavior habits.
Health, emergency management and other departments, medical institutions and the Red Cross should carry out public first-aid knowledge and skills popularization training in accordance with the law, and enhance citizens' emergency on-site rescue ability.
Twenty-fifth city and county people's governments, spiritual civilization construction steering committee and its office shall establish and improve the civilized behavior recognition and reward system, in accordance with the relevant provisions of the civilized behavior and civilized behavior promotion related work to commend and reward.
Twenty-sixth city and county people's governments and their relevant departments, the office of the spiritual civilization construction steering committee shall establish a long-term mechanism, do a good job in the construction of civilized cities, and promote the creation of civilized units, civilized villages and towns, civilized families and other activities.
Twenty-seventh city and county people's governments should make overall arrangements for funds in public financial expenditures to ensure the normal development of the work of promoting civilized behavior.
Twenty-eighth city and county people's governments should increase investment in civilized infrastructure, and strengthen the planning, construction and management of urban and rural infrastructure, public service facilities and barrier-free facilities.
The municipal and county people's governments shall strengthen the planning and construction of urban parking lots, formulate preferential policies, guide and encourage social forces to invest in the construction of public parking lots and special parking lots, including three-dimensional and underground parking lots, and develop temporary parking lots and berths.
Twenty-ninth city and county administrative departments shall strengthen the planning, construction and management of public toilets in conjunction with relevant departments and units. The construction and renovation of public toilets shall conform to the standards prescribed by the state.
Stations, hospitals, shopping malls, tourist attractions, stadiums, government service halls and other crowded places should be built in accordance with the provisions of the maternal and child room, the third bathroom, equipped with convenient facilities and equipment.
Thirtieth to encourage state organs, enterprises and institutions, social organizations and other organizations to open the parking lot, toilets, culture, sports, science and education and other internal facilities to the public.
Encourage and support state organs, enterprises, institutions, social organizations and other organizations to use their places and facilities to set up service stations to provide sanitation workers and other people in need with convenient services such as drinking water, heating meals, shelter from the wind and rain.
Thirty-first city and county people's governments and relevant departments should strengthen the construction of public reading facilities such as public libraries, mobile libraries and public newspaper reading columns to provide convenient and efficient reading services for citizens.
Encourage and support units and individuals to use their own places or family homes to set up reading areas such as libraries and reading corners, and carry out activities such as exchanges, donations and gifts of books, audio-visual products and digital reading resources.
Thirty-second state organs, enterprises and institutions, social organizations and other organizations should discourage uncivilized behavior in their workplaces, business premises or service areas. If it is an illegal act, it shall be stopped in time, reported to the relevant administrative law enforcement departments, and assisted in obtaining evidence.
Thirty-third citizens have the right to discourage uncivilized behavior, and can complain and report through 12345 government service hotline. The department responsible for handling complaints and reports shall promptly handle and reply according to law, and keep the complaints and informants confidential.
Chapter IV Legal Liability
Thirty-fourth acts in violation of the provisions of this Ordinance, laws and regulations have stipulated legal responsibility, from its provisions.
Article 35 The following penalties shall be imposed by public security organs:
In violation of the provisions of the fourth paragraph of article tenth of this Ordinance, a fine of fifty yuan shall be imposed;
In violation of the provisions of the seventh paragraph of article tenth of this Ordinance, shall be ordered to leave; Refusing to leave or the driver is not at the scene, a fine of not less than twenty yuan but not more than two hundred yuan shall be imposed;
In violation of the provisions of the eighth paragraph of article tenth of this Ordinance, shall be ordered to leave; Refusing to leave or unable to leave, a fine of 200 yuan shall be imposed;
In violation of the provisions of the first paragraph of Article 12 of these regulations, dogs shall be confiscated by the public security organs, and a fine of not less than 5,000 yuan but not more than 10,000 yuan shall be imposed within the property management area;
In violation of the provisions of the provisions of article seventeenth, given a warning; Those who do not make corrections after warning shall be fined from 200 yuan to 500 yuan.
Article 36 Where the relevant departments responsible for promoting civilized behavior and their staff abuse their powers, neglect their duties or engage in malpractices for selfish ends in the promotion of civilized behavior, the directly responsible person in charge and other directly responsible personnel shall be punished according to law; If a crime is constituted, criminal responsibility shall be investigated according to law.
Chapter V Supplementary Provisions
Article 37 These Regulations shall come into force as of 20211.
