It is not enough to do a good job in the safety management of filling stations and ensure the normal operation of filling stations. It is also necessary to formulate a set of feasible safety management methods and operating procedures according to the characteristics of gas filling stations and the relevant regulations on petrochemical fire control, and strictly implement them when they arrive at their posts to effectively prevent, control and put an end to fire and explosion accidents. In addition to the safety management measures of gas stations, the safety management measures of gas stations have the following characteristics.

The first is to establish a fire, explosion and leakage prevention system.

(1) Establish a fire safety responsibility system, implement special personnel management, and put the safety management of fire prevention, explosion prevention and leakage prevention in the first place in all work. The operation of gas stations should not be a bit sloppy and lucky.

(2) According to the actual situation of the gas filling station, scientifically and reasonably formulate the working system and operating procedures suitable for each post of the gas filling station.

(3) Strengthen the safety education of employees, including the study of gas fuel knowledge, establish safety concepts and enhance safety awareness.

Second, strengthen the open flame management system to prevent open flames from entering.

As the saying goes, "fire and water are ruthless", and the "fire" in LPG stations and natural gas (CNG) stations is even more ruthless. The losses and harms caused by fire and explosion are greater than those in other industries. Generally, material fires spread slowly, and in the initial stage, the scope is smaller and it is easier to put out. The fire of liquefied petroleum gas and natural gas spreads and expands quickly, and its flame speed reaches more than 2000 m/s, and it is difficult to put out, especially the explosion accident, once it happens, it will immediately cause major disasters. Strengthening the management of open flame and preventing the fire from entering is the primary measure of gas station safety management, and the following points should be done specifically.

(1) The gas station shall set up warning signs and signs such as "No Fireworks" in an eye-catching position. When operating and maintaining equipment, explosion-proof tools should be used.

(2) The speed of vehicles entering the station shall not exceed 5km/h ... Tractors, battery cars, motorcycles and animal-drawn vehicles are prohibited from entering the station.

Third, the safety management of gas loading and unloading operations

(1) Carefully check the factory documents, and check the name, quantity, quality inspection and serial number of the gas inlet tank. It is forbidden to discharge the gas with excessive corrosive medium into the tank.

(2) The unloading operation shall be carried out in strict accordance with the operation procedures.

(3) The car should be stopped at the designated position and the car keys should be handed over to the operator for temporary storage. (4) When unloading gas, the electrostatic grounding wire must be connected first, and the stop valve (ball valve) on the gas-liquid hose must be closed before unloading the gas pipe. The unloading equipment of the tank car shall be operated by the gas supplier.

(5) When unloading gas, the operator must monitor the site and check the pressure, temperature and liquid level at any time. The liquid volume of liquefied petroleum gas storage tanks shall not exceed 85% of the volume of gas storage tanks. The pressure of CNG storage tank shall not exceed 25MPa. (6) The operator shall supervise the aspirator driver to leave the aspirator vehicle, but not far from the job site, and shall not clean or repair the vehicle.

(7) After unloading the gas, the operator should dismantle the gas pipeline and electrostatic grounding wire, and after passing the inspection, give the car key to the driver, and then start and leave the scene after getting on the bus.

Four, the safety management of gas filling operation

(1) During operation, each aerator should have one operator, but one person cannot operate two aerators at the same time.

(2) The operator should stand on the side to guide the vehicle into the station, and the vehicle should stop at the designated position with obvious signs, and keep a distance above 1m from the tanker.

(3) After the car stops, the operator should supervise the driver to tighten the handbrake, turn off the engine, remove the key and leave the cab. Turn off the lights at night.

(4) Before refueling, the operator shall conduct safety inspection on the gas cylinders, instruments, valves and pipelines of the vehicle to see if they are within the service life.

(5) Submersible pump can only be started after the valves of outlet pipeline and return pipeline are opened. The regulating valve (or safety return valve) on the bypass pipeline of submersible pump shall not be closed.

(6) When working, the inflatable rubber (soft) pipe shall not be handed over or bypassed by other equipment.

(7) If the internal pressure of the liquefied petroleum gas cylinder is too high to be filled, it should be connected to the gas phase return pipe for pressure relief, and it is not allowed to be emptied on site; When CNG is emptied, it is forbidden to point the gun at people.

(8) When refueling, attention should be paid to monitoring whether the liquid level or pressure of the metering instrument of the tanker and the vehicle cylinder is normal.

(9) When filling gas, the operator shall not leave the site, and it is forbidden to let non-operators operate on his behalf. It is forbidden for non-operators to fill gas on their own initiative.

(10) In case of emergency (such as vehicle or equipment leakage) during refueling, stop the operation immediately. (1 1) After the gas filling is completed, close the gas filling gun, vehicle cylinder valve and gas filling pipe valve, unload the gas filling gun, cover the gas filling port protection cover, verify the gas filling amount, and allow the driver to start the vehicle after confirming that there is no air leakage. (12) In the process of gas unloading and gas charging, the safety officer should regularly check the operation parameters of the gas storage tank, and stop the operation and gas charging of the submersible pump when the liquid level of the gas storage tank is lower than 20%.

(13) It is forbidden to fill automobile cylinders without the inspection certificate of the technical supervision department at the filling station; It is forbidden to refuel any gas devices and gas cylinders other than automobile gas cylinders. Five, aerated safety operation procedures

(1) Inflators must have knowledge of LPG (or CNG) and fire fighting, and should hold relevant certificates. (2) After the gas car is positioned, the gas attendant checks whether the engine is turned off and whether the hand brake is put away. (3) For the modified vehicle, the oiler should ask the driver to open the rear cover of the vehicle before refueling, and check whether the container is within the service life and has the specified label. By looking, listening and smelling, check the liquid level gauge, valves and pipes of the container for gas leakage or other abnormal conditions. For non-modified vehicles, drivers should be required to cooperate with the above work.

(4) After the inflator is inspected, connect the air gun with the air inlet of the vehicle and confirm that it is firm. It is forbidden to add gas pipes to other equipment for crossing and winding.

(5) When filling gas, the gas filler should observe the flow rate and the scale of the container, and the maximum filling amount of liquefied petroleum gas shall not exceed 85% of the container volume of the automobile storage tank or the specified red line; The filling amount of CNG shall not exceed 20MPa.

(6) During the refueling operation, it is forbidden for the refueling operator to hand over the refueling gun to the customer for operation. It is forbidden for one person to operate two refueling guns, and it is forbidden to leave the refueling truck without authorization.

(7) The inflator should supervise the driver not to clean the vehicle with a brush or open the front cover of the engine to maintain the vehicle.

(8) In the process of gas filling, if serious gas leakage occurs, the gas filling personnel should immediately close the vehicle bottle valve and press the emergency stop button at the same time to control the gas leakage within a minimum range.

(9) After inflation, unload the air gun and place it properly.

(10) refueling must be carried out in separate cars, and refueling between cars is not allowed. It is forbidden to use mobile communication equipment such as mobile phones in the refueling area.

(1 1) In case of severe lightning, failure of measuring instruments and events around the gas station that cannot guarantee the safety and normal work of the gas station, the gas filling operation should be suspended.

Six, loading and unloading gas safety operation procedures

(1) A special person is responsible for monitoring the whole unloading process.

(2) After the tank truck is guided to the designated position, a special person shall check whether the vehicle handbrake, exhaust pipe fire cover and other equipment are in good condition, whether the vehicle is in gear, and check the gas quality guarantee issued (liquefied petroleum gas shall meet the quality requirements of SY 7548- 1998).

(3) Check whether the temperature, pressure and liquid level of the storage tank and tanker are within the normal range, whether the readings of the primary instrument and the secondary instrument are consistent, and calculate the liquid intake according to the liquid level display.

(4) Check whether the gas and liquid hoses are in good condition, whether the cut-off valve is closed and whether the grounding wire is in good condition.

(5) After all inspections and formalities are completed, the tanker escort will connect the gas-liquid hose and inform the estimated liquid intake.

(6) After the hose is connected, open the stop valve on the gas-liquid pipe interface on the drain pipe, and then start the electric button.

(7) The tanker driver can start the oil unloading pump only after receiving the instruction, and strictly control the pressure of the oil unloading pump within the specified pressure range.

(8) Check the meter reading once. When the reading is greater than or equal to 80%, stop the liquid unloading pump immediately. (9) After stopping the pump, the stop valve on the tank car should be closed first, and then the specialist should be responsible for closing the stop valve on the gas and liquid hoses, cutting off the power supply and resetting the oil unloading hose.

(10) After unloading, check whether the primary and secondary instrument readings are consistent, make records, calculate the paid-in amount according to the instrument readings before and after unloading, and sign for it only after it is confirmed to be consistent with the liquid delivery form. (1 1) If there is any leakage during liquid unloading, please press the emergency stop button immediately and take corresponding emergency measures.

(12) In case of lightning strike, failure of liquid unloading equipment, and events around the filling station that cannot guarantee the safe and normal operation of the filling station, the liquid unloading shall be suspended. Seven, emergency measures

In order to do a good job of "prevention first, combining prevention with elimination", ensure the normal operation of filling stations and deal with possible emergencies in time, emergency measures should be formulated.
