Article 7 School-running funds
1, financing
The funds for overseas Confucius Institutes jointly established by China and foreign countries are shared by China and foreign countries. In principle, the one-time start-up expenses shall be shared by both parties as agreed. With the approval of the headquarters of Confucius Institute, China can be responsible for solving the overseas bidding institutions with real difficulties. In terms of daily expenses, the Chinese side can bear the salaries, housing, international travel expenses, medical insurance and other expenses of dispatched managers and full-time teachers according to the agreement, and provide teaching materials such as textbooks, books and audio-visual products free of charge. At the same time, with the approval of the headquarters of the Confucius Institute, China can also provide financial support for special activities organized by overseas Confucius Institutes to teach Chinese and spread China culture. The remaining expenses are paid by the foreign party.

Overseas Confucius Institutes implement the annual budget and final accounts reporting system. The annual budget and final accounts shall be examined and approved by the Council. Article 8 The basic conditions that an overseas applicant institution should meet.
Overseas institutions of higher learning and social organizations interested in promoting Chinese teaching and educational and cultural exchanges between China and foreign countries may apply for the establishment of Confucius Institutes. The applicant shall meet the following basic conditions:

2. Having independent legal personality;
3. Relevant experience in language teaching or educational and cultural exchange;
4. Have sufficient economic strength and management ability to provide necessary personnel, real estate and funds for the establishment of Confucius Institute;

Article 9 Establishment Procedures
1. Overseas applicants can choose their own Chinese partners. The headquarters of Confucius Institute shall certify the qualifications of the selected Chinese cooperators and entrust them to cooperate with overseas tendering agencies on behalf of the headquarters;
2. Overseas applicants and Chinese partners jointly submit a written application and feasibility demonstration plan for the establishment of an overseas Confucius Institute to the headquarters of the Confucius Institute;
3. The headquarters of Confucius Institute will review the feasibility demonstration plan and decide whether to approve the establishment;
4. The headquarters of Confucius Institute issued the license for running a school, the letter of appointment of the dean and held the awarding ceremony to overseas Confucius Institutes.
Article 10 The main contents of the feasibility demonstration scheme
1. The goal, human resources and school-running advantages of the applicant and the Chinese partner in establishing the Confucius Institute.
2. Necessary conditions for the establishment of Confucius Institute:
(1) There must be at least 1 administrative staff and 2 full-time teachers;
(2) The area of teaching and office space shall not be less than 150 square meters. For the Confucius Institute devoted to the study of China's language and culture, it can be slightly less than this figure;
(3) It shall have necessary computer, voice and recording equipment suitable for teaching and activities; If the Chinese partner or even the Confucius Institute headquarters needs to provide this fund, it must be clearly stated in the plan;
3. Establish the market demand forecast and operation plan of Confucius Institute;
4. The management organization of Confucius Institute and its functions;
(1) Establish a board system. The Council is composed of Chinese and foreign representatives, of which the number of Chinese is not less than 40%, and the Council voted by two-thirds;
(2) The board of directors has the right to appoint the president and implement the president responsibility system. The president shall be fully responsible to the board of directors, and the Chinese partner shall send a representative as the president or vice president.

Article 11 Rights and obligations

(5) Give priority to all kinds of projects organized by the Confucius Institute Headquarters and get project financial support;
(6) Have the right to use the multimedia teaching courseware of Great Wall Chinese provided by the headquarters of Confucius Institute and other teaching resources developed by the headquarters;
(7) Inviting principals or teaching staff to attend meetings and trainings organized by the Confucius Institute Headquarters;
(8) Free access to global Chinese teaching information provided by the Confucius Institute Headquarters, and access to Chinese books, publications and audio-visual products provided by the Confucius Institute Headquarters;
(9) When necessary, obtain the assistance of teaching equipment provided by the Confucius Institute Headquarters;
2. Obligations
(1) Carry out activities designated by the Confucius Institute Headquarters;
(2) accept the guidance of the Confucius Institute headquarters on teaching business;
(3) Accept the teaching inspection, quality evaluation and handling opinions organized by the Confucius Institute Headquarters;
(4) Ensure that the income from running the Confucius Institute is given priority to the sustainable development of the Confucius Institute.
Twelfth teaching quality evaluation and withdrawal mechanism
In order to ensure the school-running characteristics and teaching quality of overseas Confucius Institutes, the headquarters of Confucius Institutes will regularly carry out teaching quality evaluation. The contents include: school scale, teaching quality, management mechanism, funds and school benefits. If the Confucius Institute violates the responsibilities and obligations agreed with the headquarters in the course of running a school and refuses to correct it, the headquarters has the right to revoke the license certificate of running a Confucius Institute and recover the nameplate of the Confucius Institute.
