In order to solve the outstanding problems in product quality and food safety, the State Council decided to carry out special rectification of product quality and food safety nationwide from now until the end of this year.
I. General requirements
Through the centralized rectification of key products, key units and key areas, we will establish and improve the whole process supervision chain of industrial products from product design, raw materials entering the factory, production and processing, factory sales to after-sales service, establish and improve the whole process supervision chain of food from planting, breeding, production and processing, circulation and sales to catering consumption, establish a traceability system and accountability system for product quality and food safety, and establish a product quality supervision network covering the whole society to raise China's product quality and food safety to a new level.
Key products refer to edible agricultural products, foods, medicines, products related to personal health and safety, and import and export commodities; Key units refer to vegetable production bases, large livestock and poultry farms, slaughterhouses, feed processing plants, food production and processing enterprises and small workshops, wholesale markets for agricultural and sideline products, supermarkets for fresh products, small grocery stores, small restaurants and pharmaceutical production and operation enterprises. Key areas refer to rural and urban-rural fringe areas, areas where food production is relatively concentrated, areas where unlicensed production and operation problems are prominent, and areas where counterfeiting and selling are repeatedly prohibited.
Second, the main tasks and work objectives
(1) Quality and safety of agricultural products. Rectify the use and production process of agricultural inputs; Strengthen the monitoring of pesticide residues in cultivated products and the residues of prohibited and restricted drugs such as clenbuterol, malachite green, nitrofuran and chloramphenicol; Investigate and deal with illegal activities such as the production, sale and use of pesticides, veterinary drugs and feed additives prohibited by the state; Investigate and deal with the production and sale of agricultural products that do not meet the statutory requirements in key areas and key markets according to law, and severely crack down on illegal acts of manufacturing and selling fake and shoddy agricultural inputs. (2) Quality and safety of food production and processing. Rectify food enterprises and small workshops according to law, and severely crack down on illegal activities such as manufacturing and selling fake and shoddy food, using non-food raw materials and recycling food to produce and process food, and abusing food additives; Resolutely ban illegal production and processing enterprises without hygiene license, business license and food production license, and seriously investigate and deal with illegal acts such as unqualified products produced by certified enterprises; Strengthen the supervision of small workshops and fully implement the product quality and safety commitment system; Strict food market access, organize compulsory inspection and special spot checks, and strengthen the filing system for the use of additives in food production and processing enterprises. By the end of this year, 100% of food production and processing enterprises have obtained food production licenses; 100% of the small workshops signed a commitment letter on food quality and safety; Completely solve the problem of unlicensed production and processing of 16 foods such as infant formula milk powder in towns and urban-rural fringe areas at or above the county level. (5) Improvement of drug quality and safety.
