In order to implement the Notice of the General Office of Liaoning Provincial Committee of the Communist Party of China and the General Office of the Provincial People's Government on Standardizing the Behavior of Running Schools in Primary and Secondary Schools and Teachers' Education and Teaching, focus on solving the problem of unhealthy trends in the education industry that infringe upon the interests of the masses, further rectify the wind and clean the air, and promote educational equity, the Municipal Education Bureau prohibits primary and secondary schools and in-service teachers from engaging in the following activities:
1. It is strictly forbidden for primary and secondary schools and off-campus training institutions to jointly make up lessons with compensation.
2. It is strictly forbidden for primary and secondary schools to provide education and teaching facilities or student information for off-campus training institutions to make up lessons.
3. It is strictly forbidden for in-service primary and secondary school teachers to organize, recommend and induce students to participate in paid remedial classes inside and outside the school.
4. It is strictly forbidden for in-service primary and secondary school teachers to participate in off-campus training institutions organized by other teachers, parents and parents' committees or to make up classes with compensation.
5. It is forbidden for in-service primary and secondary school teachers to introduce students and provide relevant information for off-campus training institutions and others.
6. It is forbidden for in-service teachers to ask or accept gifts, securities and payment vouchers from students and parents in any way.
7. It is strictly forbidden for in-service teachers to participate in banquets arranged by students and parents, as well as entertainment activities such as tourism, fitness and leisure.
8. It is strictly forbidden for in-service teachers to let students and parents pay or reimburse the expenses that should be borne by teachers or their relatives.
City, county and district education bureaus will give strict and severe punishment to school leaders and in-service teachers who violate the regulations and refuse to change their education, until they are expelled. At the same time, teachers who violate the rules will be given the qualification of two-year evaluation first, the relevant honorary title will be revoked, and the relevant positions will be dismissed.
