(four) to guide the education supervision in the whole region, to be responsible for organizing and guiding the supervision, inspection, evaluation and acceptance of secondary and below secondary education and youth literacy work, and to guide the monitoring of the development level and quality of basic education. (five) to guide the development and reform of employment-oriented vocational education, formulate teaching guidance documents and teaching evaluation standards for secondary vocational education, and guide the construction of teaching materials and vocational guidance for secondary vocational education. (six) to guide the development and reform of higher education and undertake the responsibility of deepening the reform of the management system of regional colleges and universities. Formulate teaching guidance documents for higher education, review the establishment, renaming, cancellation and adjustment of higher education institutions in conjunction with relevant departments, coordinate and guide all kinds of higher education and continuing education, and guide and improve the evaluation of higher education. (seven) to be responsible for the overall management of education funds in this department, to participate in the formulation of policies on education fund raising, education appropriation and education infrastructure investment, and to be responsible for the statistics of education funds investment in the whole region. (eight) to coordinate and guide the education of ethnic minorities and coordinate the educational assistance to ethnic minorities and ethnic minority areas. (9) To guide the ideological and political work, moral education, sports, health, art education and national defense education in schools of all levels and types, to guide the stability of party building in colleges and private colleges and universities, and to be responsible for selecting the leaders (supervisors) of party organizations in private colleges and universities. (12) plan and guide the research of natural science, philosophy and social science in institutions of higher learning, coordinate and guide institutions of higher learning to participate in the construction of national innovation system and undertake the implementation of various scientific and technological plans of the state and autonomous regions, guide the development and construction of scientific and technological innovation platforms in institutions of higher learning, and coordinate and guide the implementation of the "2 1 1" project and the schools jointly established by the provinces and departments in the whole region; Guide the combination of educational informatization and Industry-University-Research. Educational Achievements With the development of Guangxi's economy and social progress, Guangxi's education has reached a new level. In 2002, the gross enrollment rate of higher education in Guangxi reached 15%, which indicated that Guangxi education had entered the stage of popularization of higher education. In 2007, the "two basics" passed the national acceptance, marking the comprehensive popularization of nine-year compulsory education in Guangxi and the elimination of illiteracy among young and middle-aged people.
