Frequently asked questions on student status management of primary and secondary school students
1. What should parents pay attention to?
Student status refers to a child's status as a school student. Student status file is an important carrier to record the process of students' study and growth. Student status management refers to the behavior of schools and relevant education administrative departments at all levels to manage students' student status from enrollment to graduation according to relevant national laws, regulations and policies, and is an important part of school management. The Ministry of Education has established a nationwide networked information management system for primary and secondary school students, and all kinds of school registration services are included in the system management.
Being a student is the right of every student. All students studying in approved schools have student status. After new students enter or transfer, parents should promptly go to the school where the students are located to confirm whether they have established or transferred their school status and whether they are of the same nationality. Problems such as "separation of nationalities" may cause students to be unable to handle various management services related to their school status, and even affect their further studies. When students leave school, parents should inform the students of the original school in time, so that the original school can assist in handling the corresponding student status management services. In addition, parents should also check the student's status information to ensure accuracy.
Second, can the local education department take school status as the entrance threshold or condition for students to enter or transfer?
The main function of student status is to record, which is the result of students' enrollment, not a prerequisite for enrollment and transfer. Transferring or creating a new student status is a post-registration procedure. The education administrative department or school shall not take whether the student has a previous school status or whether his school status has been transferred to the receiving place as a necessary condition to determine the admission qualification, and shall not refuse to accept the student on the grounds of his school status.
Third, how should students go through the registration procedures after entering school?
After students enter school, if they already have a student status, the receiving school should transfer their student status through the national student status system to achieve "consistent citizenship"; If you don't have a student status, you should create a new student status and go through the repeated inspection procedure. In case of special circumstances such as student registration system failure or data transmission failure, the school can first handle the transfer business through the offline process. After the offline process is completed, it can be used as a calculation point for having a continuous student status. Students should be regarded as students, enjoy the treatment of students (such as taking exams and various activities organized by local education administrative departments and schools), and then complete the transfer of electronic student status files through the student registration system. Finally, the information recorded in the student registration system shall prevail.
4. What are the requirements for updating student status information?
Student status information is the basis of safeguarding students' rights and interests. Updating student status information is an inevitable requirement to ensure the accuracy of student status information. The Notice of the General Office of the Ministry of Education on Accelerating the Registration of Problem Students and Establishing a Data Quality Verification Mechanism (Ji Jiao Hall [2065438+05] No.2) requires all local schools to strengthen publicity, supervision and inspection, establish a normal working mechanism in light of local conditions, and check the changes of student registration information once every semester. Parents of students are obliged to inform the class teacher of the changes in student information such as home address and contact telephone number in time, and the class teacher will inform the school student registration administrator of the changes in student information and update it in time in the student registration system.
5. What are the student ID numbers?
Student number is the core element of student registration information. The student registration number is generated on the basis of the student ID number. One person, one number, will accompany the student's whole study career and remain unchanged for life in principle. There are three types of student registration numbers: official student registration numbers prefixed with "G", temporary student registration numbers prefixed with "L" and student registration numbers prefixed with "J". The more common ones are the official student number prefixed with "G" and the temporary student number prefixed with "L".
Official student registration number prefixed with "G": Students whose temporary student registration number is prefixed with "L" will be assigned the official student registration number prefixed with "G" after passing the national duplicate check and comparing with the national population basic information database, and will be distributed through the student registration system after the start of the spring semester every year. The official student number of the prefix "G" is "G+ ID number", but they can be different under special circumstances such as the change of student number.
Temporary student registration number with prefix "L": the temporary student registration number with prefix "L" assigned after the students register for the first time. The student ID number prefixed with "L" is generated according to the coding rules of ID number, which is similar to ID number, but has no corresponding relationship with ID number. The temporary student registration number prefixed with "L" is the basis for students to handle various businesses before obtaining the official student registration number, and it has the same effect as the official student registration number when handling related businesses. Schools around the country should treat students with temporary status equally when handling related business.
The student registration number prefixed with "J" is designed for students who don't have a national identity card number for the time being or whose original national identity card number is unavailable. The coding rules are the same as the ID number. After obtaining the ID number, students can apply to change their student number to the official student number with the prefix "G", but keep the original record.
6. Is the official student number and ID number of the prefix "G" necessarily the same?
The official student number with the prefix "G" is generated according to the ID number, so generally speaking, the two should be consistent. Subsequent changes in the student ID number will lead to inconsistency. Inconsistency will not affect students' handling of any business, and there is no need to apply for modifying the official student registration number without special reasons. Under special circumstances, if you need to modify the official student registration number with the prefix "G", you need to apply again according to the application process.
7. Can I modify the key information after obtaining the official student status number with the prefix "G"?
The prefix "g" has a gender. Students who have obtained the official student registration number with the prefix "G" cannot easily modify their student registration number. If it is really necessary to modify the two key information of "name" and "ID number" due to the change of household registration key information, the relevant procedures must be fulfilled. At the time of revision, the school registration administrator should upload photos or scanned copies of household registration and other related certification materials in the registration system, and the county-level registration department should submit them to the central database for national duplicate checking and identity comparison. If there is no problem, you can modify it. The historical information of student status modification will be permanently retained with the student status.
8. Can the official student number of the obtained "G" prefix be deleted?
In principle, it is not allowed to delete the official student number with the prefix "G". The official student number prefixed with "G" has passed a series of rigorous tests such as national duplicate checking and comparison with the national population basic information database, and is a symbol of student identity. If it is really necessary to delete the problematic student status, the provincial education administrative department shall submit the certification materials to the Ministry of Education for review before deleting it.
9. What are the requirements for the processing time of inter-provincial study after transfer and graduation?
In order to do a good job in graduation promotion, the student registration system will suspend the transfer business from 0: 00 on July 15 to 24: 00 on August 14 every year, and the transfer business initiated before 0: 00 on July 15 can continue.
After graduation every year, the launch time of new inter-provincial education business is limited to 0: 00 on August 15 to 24: 00 on February 14, and 0: 00 on March 1 day to 24: 00 on May 3 1 day.
It should be noted that in the unified time period stipulated by the state, each province has also stipulated the transfer time after graduation and the inter-provincial schooling time period according to its own reality. In this case, the provincial regulations shall prevail.
10. Can students with the status of "going abroad", "going to another school", "dropping out" or "expelling" apply for transfer and cross-provincial studies?
For the convenience of the masses, the student registration system not only allows students who are in school (except for suspension) to transfer to other provinces, but also allows students who are in the state of going abroad, leaving school, dropping out of school and being expelled to handle such businesses. After the transfer is completed, the student status will remain unchanged, and it will become a student status after being transferred to the school to go through the relevant procedures.
It should be noted that students who are in the state of "suspension from school" must go to the original school to go through the resumption procedures before going through the transfer procedures.
