In order to further accelerate the transformation of government functions, optimize the development environment, and promote the construction of national central cities, according to the Decision of the State Council on Cancelling and Adjusting the Sixth Batch of Administrative Examination and Approval Projects (Guo Fa [2012] No.52) and the Decision of the State Council on Cancelling and Decentralizing a Batch of Administrative Examination and Approval Projects (Guo Fa [2013]1, According to the spirit of the State Council's Decision on Cancellation and Decentralization of 50 Administrative Examination and Approval Items (Guo Fa [2065438+03] No.27) and the Notice of the Provincial People's Government on Cancellation and Adjustment of Some Provincial Administrative Examination and Approval Items and Administrative Examination and Approval Fees (E Fa Zheng [2065438+02] No.48), the Municipal People's Government has comprehensively cleaned up the administrative examination and approval items currently implemented by the municipal units. The Municipal People's Government decided to implement 259 municipal administrative examination and approval items in our city, and at the same time cancelled and adjusted a number of administrative examination and approval items, including: 23 administrative examination and approval items were decentralized, and 17 administrative examination and approval items were cancelled, 40 items were no longer regarded as administrative examination and approval, and were adjusted to other administrative powers, and 26 items were listed as audits and reports.

All districts and cities should conscientiously do a good job in the implementation and convergence of administrative examination and approval items for cancellation, adjustment and retention. For the published and reserved administrative examination and approval items, it is necessary to clarify the implementation conditions, examination and approval procedures and time limit requirements, improve the workflow and management norms of all links, and further improve the efficiency and quality of examination and approval; For decentralized administrative examination and approval items (except hierarchical examination and approval), relevant municipal departments shall not implement examination and approval again, and at the same time strengthen supervision and guidance, realize the shift of management focus, simplify administration and decentralize power, and maintain supervision and service norms; Cancelled administrative examination and approval items shall not be retained or resumed in disguised form, so as to prevent the examination and approval items from increasing while decreasing; For matters that are no longer subject to administrative examination and approval and are adjusted to other administrative powers, it is necessary to establish and improve the follow-up supervision system, formulate supporting measures, and strengthen daily supervision and services; Matters listed as audit reports shall be audited and reported in accordance with the statutory time limit, methods and requirements.

All districts and departments directly under the municipal government should continue to deepen the reform of the administrative examination and approval system, increase decentralization, further reduce projects, procedures, time limits and expenses, and decentralize the power of examination and approval in accordance with the requirements of deepening the reform of the administrative system, accelerating the transformation of government functions and the goal of zero obstacles, low cost and high efficiency. It is necessary to strictly implement the "access system" for administrative examination and approval, strict standards and procedures, and strictly control new administrative examination and approval items. It is necessary to establish and improve the administrative examination and approval catalogue management system, implement dynamic management and regular evaluation of administrative examination and approval items, and strengthen the scientific, legal, open, informational and normal management of administrative examination and approval items. It is necessary to further strengthen the management of municipal and district government service centers, innovate the examination and approval methods, and improve the service level. Strengthen the administrative supervision of the examination and approval operation, standardize the examination and approval behavior, and continuously improve the efficiency of examination and approval.
