Ministry of Human Resources and Social Security is responsible for the examination and approval of vocational qualifications, the implementation of national vocational qualification list management, the strengthening of post-event supervision, the innovation of employment and social security and other public service methods, the strengthening of information sharing, and the improvement of public service level.

(7) Take the lead in deepening the reform of the title system, formulate policies on the management of professional and technical personnel, continuing education and postdoctoral management, be responsible for the selection and training of high-level professional and technical personnel, and formulate policies to attract overseas students to work or settle in China. Organize and formulate the system of training, evaluation, use and incentive of skilled personnel. Improve the vocational qualification system and improve the diversified evaluation policy of vocational skills.
(eight) in conjunction with the relevant departments to guide the reform of the personnel system of public institutions, in accordance with the management authority, responsible for standardizing the post setting, open recruitment, employment contracts and other comprehensive personnel management work of public institutions, and formulating the management policies for the staff of public institutions and government staff.
(nine) in conjunction with the relevant departments to develop a national recognition and reward system, comprehensive management of the national recognition and reward work, to undertake the national appraisal and commendation work at the provincial and ministerial levels, and to undertake the national recognition and reward activities on behalf of the CPC Central Committee and the State Council.
(ten) in conjunction with the relevant departments to formulate policies for the distribution of wages and income of personnel in public institutions, and establish the wage decision, normal growth and payment guarantee mechanism for personnel in enterprises and institutions. (eleven) in conjunction with the relevant departments to formulate comprehensive policies and plans for the work of migrant workers, promote the implementation of relevant policies, coordinate and solve key and difficult problems, and safeguard the legitimate rights and interests of migrant workers.
(twelve) responsible for international exchanges and cooperation in the field of human resources and social security, and formulate the management system for sending personnel to international organizations.
(thirteen) to complete other tasks assigned by the CPC Central Committee and the State Council.

We will further promote decentralization, combine decentralization with management, optimize service reform, further reduce administrative examination and approval items, standardize and optimize external handling items, reduce examination and approval items such as vocational qualification licensing and recognition, implement national vocational qualification list management, strengthen post-event supervision, innovate public service methods such as employment and social security, strengthen information sharing, and improve the level of public services.
