At the 20 17 National Conference, Minister of Education Chen Baosheng emphasized that to solve the school bullying issue, we must first establish the thinking of the rule of law, make more use of the rule of law and deal with it according to law. Chen Baosheng believes that it is necessary to establish a security prevention mechanism within the school and a comprehensive management mechanism outside the school, and use the power of society, parents and schools to conduct joint defense.

The phenomenon of student bullying is closely related to family education, school management and social environment. Only by killing violent thoughts in the cradle can we control student bullying more effectively. To this end, the "Program" requires the establishment of a long-term mechanism to prevent bullying, and defines four measures to prevent bullying by students:

First, schools strengthen education. Primary and secondary schools regularly carry out special education on bullying prevention through centralized education at the beginning of each semester and setting up special teaching modules in courses such as morality and rule of law.

The second is to carry out parent training. Strengthen parents' training by organizing schools or communities to carry out special training courses regularly, guide parents to enhance their awareness of the rule of law, implement guardianship responsibilities, and help parents understand the knowledge of preventing and controlling student bullying.

The third is to strengthen school management. Accelerate the construction of campus video surveillance system and emergency alarm device, establish and improve various rules and regulations for preventing and controlling student bullying, and set up a student bullying management Committee according to the actual situation.

The fourth is regular inspection. By entrusting professional third-party institutions or organizing schools to regularly carry out special investigations on the prevention and control of bullying for all students, we can find out the signs of bullying incidents that have occurred or are happening in time.
